The Kenya Civil Aviation Authority (KCAA) is a State Corporation established under the Civil Aviation Act and mandated to plan, develop, manage, regulate and operate a safe, economically sustainable and efficient civil aviation system in Kenya in line with international standards. In line with its core mandate of regulatory oversight, air navigation services and aviation training, KCAA invites applications from suitably qualified Kenyan citizens to fill the following vacant positions in its organization structure:


1. Job Title: Chief Airworthiness Inspector – Avionics – KCAA Scale 5
Ref: ASSR/AW/03/24
Department: Airworthiness
Reports to: Manager, Airworthiness

Job Description

The Chief Airworthiness Inspector – Avionics will be responsible for providing expert oversight of airworthiness and avionics compliance among operators and maintenance organizations in Kenya. The successful candidate will play a key role in the formulation of safety regulations, oversight, and enforcement activities in the civil aviation sector.

Key duties and responsibilities include:

  • Developing, evaluating, and revising airworthiness standards, regulations, and policies.
  • Reviewing technical guidance materials and making recommendations for necessary amendments.
  • Planning and executing oversight inspections and audits for general and commercial aviation operators’ maintenance operations.
  • Coordinating with Flight Operations Inspectors to evaluate MELs and special operation authorizations such as EDTO, CAT II/III, RVSM, PBN, NAT HLA, CPDLC, PBCS, ADS-B, and ADS-C.
  • Certifying and renewing Approved Maintenance Organization (AMO) certificates and overseeing surveillance activities.
  • Evaluating and recommending the issuance or renewal of airworthiness certificates, special flight permits, and aircraft registration certificates.
  • Approving aircraft modifications and repairs, and evaluating associated documentation.
  • Reviewing maintenance and reliability programs of aircraft, and developing surveillance plans for maintenance organizations.
  • Inspecting and approving maintenance and training programs for AMOs and Maintenance Training Organizations (MTOs).
  • Assessing and approving applications for Aircraft Maintenance Engineer licenses or ratings and updating the Aircraft Register.
  • Conducting enforcement actions and resolving safety concerns effectively.
  • Validating documents such as Aircraft Type Certificates and noise certificates from manufacturers.
  • Reviewing and approving operational manuals and technical documentation related to aircraft operations and maintenance.
  • Assisting in airworthiness investigations and evaluating dangerous goods handling procedures.
  • Reviewing and making recommendations on aircraft lease agreements.
  • Leading and mentoring airworthiness inspectors, including preparation of training plans.

2. Job Title: Chief Internal Auditor – Financial – KCAA Scale 5

Reports to: Manager, Internal Audit & Review

Job Description

The Chief Internal Auditor – Financial will contribute to the continuous improvement of the Authority’s internal control environment through professional and independent financial audits. The officer will support risk management, governance, and compliance across the Authority’s financial operations.

Key duties and responsibilities include:

  • Assisting in the development and implementation of Internal Audit Strategies, Policies, and Procedures.
  • Preparing and monitoring the Annual Internal Audit Risk-Based Plan.
  • Conducting audits to evaluate internal controls and ensure compliance with applicable laws and internal policies.
  • Assessing governance, risk management and internal control systems and making recommendations for enhancement.
  • Verifying the existence and security of Authority assets.
  • Reviewing financial statements and operational reports for accuracy, completeness, and reliability.
  • Auditing the Authority’s ICT systems and infrastructure.
  • Providing assurance on the Business Continuity and Disaster Preparedness Plans.
  • Performing special audit assignments and investigations as directed.
  • Following up on audit findings to ensure implementation of agreed corrective actions.
  • Preparing comprehensive audit reports with practical recommendations.
  • Developing and implementing automated audit processes using scripts and tools.
  • Offering advisory services to enhance operational efficiency and service delivery.
  • Participating in internal and external quality assessments of the Internal Audit Function.

3. Job Title: Chief Accountant – Revenue – KCAA Scale 5

Reports to: Manager, Finance

Job Description

The Chief Accountant – Revenue will lead all revenue-related financial operations of the Authority, ensuring efficient billing, collection, and reporting mechanisms. The officer will develop financial control systems and enforce revenue policies.

Key duties and responsibilities include:

  • Providing leadership in the formulation and implementation of effective accounting and internal control systems for revenue management.
  • Periodically reviewing revenue policies and procedures for relevance and effectiveness.
  • Overseeing timely billing, invoice generation, issuance of receipts and credit notes.
  • Ensuring efficient collection of debts and accurate maintenance of customer accounts.
  • Conducting field inspections to ensure compliance with financial policies and procedures.
  • Reconciling billed revenues with e-Citizen remittances and addressing discrepancies.
  • Managing credit facility applications and coordinating the Credit Risk Management Committee.
  • Serving as the secretariat to the Credit Risk Management Committee and enforcing credit control policies.
  • Developing training plans for revenue staff to build capacity.
  • Reviewing debtors’ status quarterly and making provisions for doubtful debts.
  • Preparing consolidated monthly revenue reports and responding to management, audit, and customer queries.
  • Acting as the alternate signatory for Authority’s bank accounts.
  • Supervising and evaluating staff performance and contributing to succession planning within the finance department.

4. Job Title: Flight Operations Inspector (Large and Medium Aircraft) – KCAA Scale 6

Reports to: Manager, Flight Operations

Job Description

The Flight Operations Inspector (FOI) for Large and Medium Aircraft will be tasked with enforcing operational compliance standards for commercial and general aviation operators. The role involves inspection, certification, and surveillance of air operators to ensure compliance with aviation laws and international standards.

Key duties and responsibilities include:

  • Certifying commercial and general aviation air operators.
  • Making recommendations for issuance or amendment of Air Operator Certificates (AOC) and associated specifications.
  • Authorizing special operations and limitations including EDTO, PBN, RVSM, AWOP, NAT-HLA, and carriage of dangerous goods.
  • Participating in the formulation and review of aviation operational policies and procedures.
  • Assessing the qualifications of personnel nominated as designated check pilots.
  • Evaluating the effectiveness of Flight Simulation Training Devices (FSTD).
  • Reviewing the effectiveness of operators’ Safety Management Systems (SMS) and adequacy of allocated resources.
  • Conducting inspections and audits as per the Authority’s surveillance programme.
  • Communicating identified deficiencies to operators and recommending corrective measures.
  • Reviewing and approving operational and training manuals submitted by operators.
  • Preparing reports from inspections and investigations and following up on compliance with recommendations.
  • Investigating suspected violations of Civil Aviation Regulations.
  • Conducting inspections of local and foreign aircraft operations, including ramp checks, line station audits, and en-route cockpit surveillance.
  • Reviewing and recommending the issuance of Foreign Operating Permits.
  • Authorizing exemptions and approvals for dangerous goods transport.
  • Assessing aircraft lease agreements to ensure compliance with regulatory requirements.
