1. COUNTY EXECUTIVE COMMITTEE MEMBER (CECM) – ONE (1) POST

Terms of Service: Contract
Salary: As prescribed by the Salaries and Remuneration Commission (SRC)
Duties and Responsibilities:
The County Executive Committee Member (CECM) will play a critical role in shaping and delivering the County Government’s agenda through effective policy formulation, service delivery, and departmental oversight. The successful candidate will be responsible for the following:
a. Supervise the administration and delivery of services in the respective County Government departments, including decentralized units and agencies.
b. Carry out functions that are incidental to any of the assigned responsibilities, ensuring alignment with County priorities and legal frameworks.
c. Provide the County Assembly with full and regular reports on all matters related to the assigned County Department, promoting transparency and accountability.
d. Advise the Governor on policy, strategic initiatives, and departmental issues within their area of jurisdiction.
e. Perform any other duties assigned by Her Excellency the Governor or as stipulated by County legislation.
f. Fulfill any additional functions conferred by the Constitution or relevant national legislation.
The CECM is expected to be a visionary leader and a strategic thinker with the ability to interpret County policies, analyze governance dynamics, and implement transformative strategies to enhance public service delivery. The role demands a deep understanding of constitutional values, devolution laws, and the socio-economic landscape of Embu County.
Requirements for Appointment:
- Must be a Kenyan citizen.
- Possess a first degree from a recognized university in Kenya.
- A Master’s degree is an added advantage.
- Demonstrated knowledge, experience, and a distinguished career of not less than five (5) years in a managerial position.
- Must meet the requirements of leadership and integrity as stipulated in Chapter Six of the Constitution of Kenya.
- Understand the diversity, challenges, and opportunities within Embu County.
- Be conversant with the Constitution and all devolution laws.
- Possess the ability to work in a multi-ethnic and multicultural environment with sensitivity to diversity.
- Be capable of working under pressure and meeting strict deadlines.
- Must be committed to being part of a cohesive team aligned with the Governor’s vision.
- Should not currently hold any other state or public office.
Clearance Requirements:

2. BOARD MEMBERS – EMBU COUNTY INVESTMENT AND DEVELOPMENT CORPORATION (ECIDC)
FOUR (4) POSITIONS – ONE FROM EACH SUB-COUNTY

Terms of Service: Three (3) years, renewable for one further term
Pursuant to an Act of the Embu County Assembly establishing the Embu County Investment and Development Corporation (ECIDC), and in line with Section 6 of the Embu County Investment and Development Corporation Act, 2018, the County Government seeks to appoint four (4) Board Members representing each of the County’s sub-counties.
The Corporation is charged with the responsibility of promoting and coordinating investment and development initiatives within the County. The role of the Board is to offer governance oversight, provide strategic guidance, and ensure the Corporation fulfills its mandate effectively and efficiently.
Duties and Responsibilities:
Each Board Member shall:
a. Participate in policy formulation and provide strategic leadership for the Corporation in line with its objectives and vision.
b. Monitor and evaluate the performance of the Corporation and ensure compliance with relevant laws and policies.
c. Promote transparency, accountability, and sound financial management within the Corporation.
d. Contribute to resource mobilization and investment promotion initiatives that foster economic development in Embu County.
e. Represent the interests of their respective sub-counties in decision-making, ensuring balanced regional development.
f. Uphold principles of good corporate governance and ensure ethical conduct within the Corporation’s leadership.
g. Attend all Board meetings and actively contribute to discussions, planning, and strategic directions.
h. Oversee the formulation and execution of development plans, investment strategies, and service delivery mechanisms in line with County objectives.
Eligibility Criteria:
- Must be a Kenyan citizen.
- Possess a university degree in any of the following fields: Economics, Law, Finance, Accounting, Business Studies, Tourism, or Public Administration from a recognized university in Kenya.
- Have at least five (5) years of experience in the public or private sector in areas relevant to the functions of the Corporation, including economics, finance, public administration, or business development.
- Have a distinguished career in their field of specialization.
- Meet the requirements of Chapter Six of the Constitution of Kenya.
