In line with the devolved system of governance and the Urban Areas and Cities Act, 2011, the County Government has prioritized the institutionalization of urban governance by establishing and operationalizing municipal boards and offices to oversee the efficient administration of urban centers.
The County Government of Homa Bay now invites qualified and competent individuals to apply for the position of Municipal Manager – Kendu Bay Municipality. This is a critical leadership position aimed at transforming the urban space into a well-managed, inclusive, and sustainable municipality capable of supporting economic growth, service delivery, and improved standards of living for its residents.
The Municipal Manager will serve on a five (5)-year contract under Job Group Q, with remuneration and benefits aligned with the guidelines set forth by the Salaries and Remuneration Commission (SRC).

Job Description – Municipal Manager, Kendu Bay
The Municipal Manager shall report directly to the Municipal Board and shall be responsible for the daily administration and operations of the municipality. The role demands a results-oriented, visionary leader capable of steering the municipality into an era of progressive development, citizen-focused service delivery, and enhanced institutional capacity.
Key Duties and Responsibilities:
i) Execution of Board Decisions
Acting on behalf of the Municipal Board, the Manager will be the implementing arm of the Board’s decisions. This includes overseeing the translation of board resolutions into actionable activities across the municipality’s departments and ensuring policy directives are efficiently executed.
ii) Preparation of Annual Estimates
The Manager will prepare and present to the Municipal Board annual estimates of revenue and expenditure, ensuring proper alignment with strategic goals and prudent financial planning. This role demands close collaboration with departmental heads and financial officers to ensure realistic, balanced, and responsive budgeting.
iii) Stakeholder Engagement and Partnership Building
The Manager will be responsible for building and maintaining a strong alliance and effective working relationship with civil society organizations, community-based organizations (CBOs), and the private sector. This includes hosting stakeholder forums, engaging in community outreach programs, and facilitating public participation in line with Article 10 of the Constitution of Kenya.
iv) Annual Performance and Operations Report
An essential function of the role is preparing and submitting an annual report to the Municipal Board, detailing the performance, achievements, challenges, and recommendations from all departments and agencies within the municipality. The report serves as a vital tool for accountability and performance review.
v) Ex-officio Membership in Board Committees
The Municipal Manager shall serve as an ex-officio member of all the committees established by the Municipal Board. In this capacity, the Manager will support coordination and information flow, enabling committees to align effectively with broader municipal goals.
vi) Oversight and Coordination of Departments
The Manager will exercise supervisory authority over all municipal departments and agencies, ensuring coordinated service delivery and strategic management. This includes overseeing administrative staff, ensuring departmental performance targets are met, and resolving interdepartmental conflicts.
vii) Enforcement of Municipal Laws and Regulations
The Manager will administer and enforce all municipal by-laws, resolutions, contracts, leases, franchises, permits, and other legally binding decisions. The role requires legal and administrative competence in municipal governance and regulatory compliance.
viii) Budget Management and Administration
In addition to preparing the annual budget, the Manager is expected to ensure effective implementation and administration of the budget. This includes expenditure tracking, reporting, financial oversight, and compliance with procurement regulations and the Public Finance Management Act.
ix) Management of Utilities and Property
The Municipal Manager will oversee the management, maintenance, and development of municipal utilities and property. This encompasses infrastructure, housing, waste management systems, water and sanitation services, and public spaces.
x) Promotion of Regional and Intergovernmental Cooperation
The Manager will encourage partnerships and collaborations with neighboring counties, national government departments, and regional development authorities. This cooperation is crucial for shared infrastructure projects, economic integration, and resource optimization.
xi) Fostering a Community of Practice in Policy Development
The Manager will be instrumental in promoting teamwork and cooperation among the Municipal Board, staff, and residents to co-create policies that address local needs. The role will involve regular community engagement, policy dialogue sessions, and feedback mechanisms to ensure inclusive governance.
xii) Execution of Any Other Duties
The Manager may be assigned any other duties by the Municipal Board that fall within the realm of municipal governance and administration. These may include special assignments, representation at official functions, or management of emergency situations within the municipality.
Minimum Qualifications and Requirements
a) Must be a Kenyan citizen
b) Holds a degree from a university recognized in Kenya or its equivalent
c) A relevant Master’s degree will be an added advantage
d) Proven experience of not less than ten (10) years in administration or management in the public or private sector
