Career Opportunities at the Office of the Controller of Budget (OCOB)

The Office of the Controller of Budget (OCOB) is an independent office established under Article 228 of the Constitution of Kenya, 2010. It plays a pivotal role in overseeing the implementation of the budgets of both national and county governments, ensuring accountability and transparency in the use of public resources.

Pursuant to Article 252 (1) (c) of the Constitution, the OCOB is seeking to recruit highly qualified and competent individuals to join its dedicated team. The available positions are as follows:

  1. Director, Planning, Research and Knowledge Management – 1 Post (Contract)
  2. Chief Manager, Planning, Research and Knowledge Management – 1 Post (Contract)
  3. Manager Legal Services – 1 Post (Permanent and Pensionable)
  4. Senior Fiscal Analyst – 1 Post (Permanent and Pensionable)
  5. Internal Auditor – 2 Posts (Permanent and Pensionable)

The following are the detailed job descriptions for each of the positions:


Director, Planning, Research and Knowledge Management
Grade: COB 3
Location: Headquarters
Reports to: Controller of Budget
Terms of Service: Contract

Job Purpose:
The role provides strategic leadership and overall coordination of planning, research, and knowledge management functions within the office.

Key Responsibilities:

  • Development and oversight of policies, strategies, frameworks, and procedures.
  • Coordination of special reports upon request by the President or Parliament.
  • Review and recommendation of County Fiscal Strategy Papers and Budget Policy Statements.
  • Data analysis of macro and socio-economic fiscal trends.
  • Implementation and monitoring of the Strategic Plan, Service Charters, and Quality Management Systems.
  • Oversight of performance management, internal monitoring, and business continuity planning.
  • Promotion of ethical standards and stakeholder engagement.
  • Management and mentoring of staff.
  • Resource mobilization strategies and compliance oversight.

Job Dimensions:

  • Budget implementation oversight for the directorate.
  • Custodian of assigned physical assets.

Chief Manager, Planning, Research and Knowledge Management
Grade: COB 4
Location: Headquarters
Reports to: Director, Planning, Research and Knowledge Management
Terms of Service: Contract

Job Purpose:
To lead the department’s efforts in planning, monitoring and evaluation, research, performance management, and knowledge systems development.

Key Responsibilities:

  • Develop and implement policies, strategies, and regulations for planning and research.
  • Analyze and recommend improvements on fiscal and budget policy documents.
  • Manage strategic planning, quality assurance systems, and service charters.
  • Conduct research on budget ceilings and fiscal compliance.
  • Lead development of special reports as requested by relevant government entities.
  • Drive business process reengineering and risk mitigation strategies.
  • Foster knowledge sharing through information systems and documentation centres.
  • Develop and implement departmental performance metrics and resource mobilization strategies.
  • Map potential funding sources and maintain donor relationships.

Manager, Legal Services
Grade: COB 5
Location: Headquarters
Reports to: Chief Manager, Legal Services
Terms of Service: Permanent and Pensionable

Job Purpose:
To offer legal advice, ensure regulatory compliance, and guide dispute resolution and litigation processes.

Key Responsibilities:

  • Interpret laws and evaluate legal compliance in financial withdrawals and reporting.
  • Provide legal opinions on budget implementation reports and related instruments.
  • Formulate and review legal procedures and guidelines.
  • Coordinate legal audits and investigations related to budget processes.
  • Build staff capacity on legal aspects of public budgeting.
  • Drive business continuity strategies and ethical practices.
  • Conduct legal research and ensure stakeholder engagement.

County Budget Coordinator
Grade: COB 6
Location: County Office
Reports to: Principal Fiscal Analyst – County Governments
Terms of Service: Permanent and Pensionable

Job Purpose:
To support the Controller of Budget in overseeing the implementation of county government budgets and facilitate authorization of fund withdrawals.

Key Responsibilities:

  • Implement departmental strategies and regulatory guidelines.
  • Review and process requisitions from county treasuries.
  • Maintain tracking records for withdrawals and requisitions.
  • Analyze budget data and support preparation of special reports.
  • Monitor budget implementation and ensure compliance with CoB recommendations.
  • Drive adoption of business process improvements and uphold ethical standards.

Job Dimensions:

  • Monitor execution of county office budget.
  • Responsible for office assets.
  • Makes financial and analytical decisions.

Senior Fiscal Analyst, County Governments
Grade: COB 6
Location: Headquarters
Reports to: Principal Fiscal Analyst – County Government
Terms of Service: Permanent and Pensionable

Job Purpose:
To oversee performance analysis of county government budgets and support the preparation of implementation and special reports.

Key Responsibilities:

  • Review requisitions from County Revenue Funds and public funds.
  • Guide preparation of budget monitoring reports and suggest improvements.
  • Review county fiscal documents for alignment with national policy.
  • Provide technical input for special reports to government and legislative bodies.
  • Promote transparency through publicizing reports and tracking implementation.
  • Advise on risk management and build public participation capacity.
  • Support implementation of the OCOB strategic plan and business continuity.

Job Dimensions:

  • Evaluate county exchequer requests.
  • Manage assigned physical assets.
  • Delivers operational and analytical insights.

Internal Auditor
Grade: COB 6
Location: Headquarters
Reports to: Senior Internal Auditor
Terms of Service: Permanent and Pensionable
Number of Positions: 2

Job Purpose:
To provide independent and objective assurance on the internal control systems, risk management frameworks, and governance processes within the OCOB.

Key Responsibilities:

  • Conduct internal audits and implement policies and frameworks.
  • Review financial documentation supporting fund withdrawals.
  • Conduct operational, financial, and IT audits.
  • Analyze public debt agreements and confirm payment accuracy.
  • Collect budget-related data and prepare special reports.
  • Support risk management strategies and ensure compliance with audit standards.
  • Promote ethical business practices and process reengineering.

Job Dimensions:

  • Maintain and audit internal control mechanisms.
  • Accountable for audit tools and records.
  • Makes financial and analytical recommendations.

Terms and Conditions of Service

Each role carries terms as specified within the respective job description. Successful candidates will receive a competitive remuneration package.
