The Infrastructure Finance Department (IFD)
The IFD works across all stages of the infrastructure investment cycle in collaboration with IFC, MIGA, and WBG Global Practices. It supports countries in planning, preparing, and financing infrastructure through a range of financial products, advisory tools, and enabling policy frameworks. Its objective is to enhance infrastructure affordability, sustainability, and private sector participation.
About the Global Infrastructure Facility (GIF)
Established in 2014 as a G20 initiative, the GIF aims to stimulate private investment in infrastructure in Emerging Markets and Developing Economies (EMDEs). It functions as:
- An Upstream Advisory Window – Offering transaction advisory services and technical assistance.
- A Global Collaboration Platform – Engaging multilateral development banks (MDBs), donors, governments, and private investors.
- A Downstream Financing Window (under development) – To support risk mitigation products and capital mobilization.
The GIF Management Unit (MU) operates globally, with hubs in Washington D.C., Singapore, and Tokyo.

Key Responsibilities
1. Regional Portfolio Development
- Lead business development for regional portfolios (Africa or Asia).
- Engage with regional Technical Partners and stakeholders.
- Promote sustainable, inclusive, and low-carbon infrastructure investments.
2. Project Screening and Advisory
- Oversee the screening and development of bankable infrastructure projects.
- Provide advisory support to Technical Partners in application and operation processes.
- Prepare project documentation and lead review meetings.
3. Best Practice Implementation
- Ensure application of up-to-date PPP and infrastructure financing approaches.
- Capture and disseminate project-level and platform-level lessons.
4. Portfolio Monitoring and Evaluation
- Supervise project implementation.
- Manage timely reporting of outcomes and impact evaluation.
5. Stakeholder Management
- Lead partnerships with regional stakeholders, MDBs, and private sector actors.
- Represent GIF at conferences and high-level events.
6. Knowledge & Communication
- Support knowledge creation, research, and dissemination activities.
- Assist in planning communications for GIF’s global platforms.
7. Management Functions
- Contribute to donor reporting, financial planning, and operational oversight.
- Support event preparation, council meetings, and policy development efforts.
Candidate Profile
Minimum Requirements:
- Master’s degree in economics, finance, engineering, policy, or related fields.
- 8+ years of experience in infrastructure project finance, regulation, or PPPs.
- Extensive experience in EMDEs, especially in the relevant region (Africa/Asia).
- Proven ability in project structuring, PPP frameworks, and private capital mobilization.
- Demonstrated leadership in public-private collaboration and advisory services.
- Familiarity with Trust Fund operations and grant mechanisms is an advantage.
- Strong track record in working with MDBs, DFIs, and private financiers.
- Excellent analytical, communication, and stakeholder management skills.
- Proficiency in French is considered a plus.
