Pursuant to the provisions of Article 235 of the Constitution of Kenya, 2010, and Section 59 of the County Governments Act Cap. 265, the Nakuru County Public Service Board invites applications from suitably qualified Kenyan citizens to fill the following vacant position within the Department of Water, Energy, Environment, Natural Resources and Climate Change. Senior Principal Superintending Engineer (Director) – Water and Sewerage

Basic Salary Scale: Kshs. 124,630 – 172,350 p.m.
Terms of Service: Five (5) Year Contract

Duties and Responsibilities

The officer appointed to this position will serve as the Director of Water and Sewerage Services in Nakuru County and will be directly responsible to the Chief Officer – Water and Sanitation. The core mandate of this role includes leadership in technical, administrative, and strategic oversight of all water and sewerage systems within the County.

Key responsibilities include:

  • Development and Enforcement of Standards:
    Prepare professional and quality standards for the construction of water supply and sewerage infrastructure to ensure quality, safety, and sustainability.
  • Supervision of Construction Projects:
    Oversee construction works of water and sewerage projects executed either directly by the County or through contractual engagements with third parties.
  • Monitoring and Evaluation:
    Formulate, monitor, and evaluate the physical and financial performance of water and sewerage development projects and programs to ensure optimal implementation.
  • Tender Document Verification:
    Review and verify technical documents related to tenders in water supply and sewerage systems to ensure completeness and compliance with required standards.
  • Formulation of Pricing Policies:
    Oversee the development of water pricing strategies for both rural and urban areas, as well as wastewater systems.
  • Stakeholder Engagement:
    Liaise with national and international development partners and relevant stakeholders in the water sector for the effective planning, coordination, and implementation of water-related projects and programs.
  • Strategic Planning and Implementation:
    Develop and execute strategic plans and operational work plans for the department to guide program execution.
  • Budgeting and Resource Allocation:
    Prepare departmental budgets, manage financial resources, and ensure transparency and accountability in resource utilization.
  • Human Resource Management:
    Supervise, train, and develop departmental staff while ensuring efficient deployment to meet strategic and operational goals.
