Job Description
The selected candidate will work within the Licensing Division under the guidance of the Manager, Licensing. The primary focus will be on ensuring compliance and support in the administration of licensing functions. Below is a detailed breakdown of the key responsibilities:
Key Responsibilities
- Reviewing Licensing Applications
- Evaluate applications for licensing of market institutions and intermediaries to ensure compliance with the relevant regulatory frameworks and legal requirements.
- Scrutinize submitted documentation to verify their authenticity and sufficiency.
- Conducting Due Diligence
- Undertake fitness and probity checks on proposed directors and key personnel of entities seeking licensure.
- Ensure that all key individuals meet the standards of integrity and competence as stipulated by the Authority.
- Inspection of Applicant Premises
- Carry out physical premise inspections to assess the readiness and operational capacity of firms applying for licenses.
- Ensure all necessary infrastructure and systems are in place to support licensed operations.
- Evaluation of Public Communications
- Review press notices, public announcements, and advertisements intended for publication by licensed entities.
- Recommend the appropriateness of such communications in line with CMA’s standards and requirements.
- Research and Development Support
- Conduct research related to developments and changes in the Kenyan capital market institutional structure.
- Liaise with relevant stakeholders to gather and analyze information critical to the enhancement of the licensing framework.
- Database and Records Management
- Maintain accurate and up-to-date databases for all applications received and processed by the Licensing Division.
- Provide timely reports and updates on the status of ongoing and pending licensing activities.
- Interdepartmental Coordination
- Collaborate with officers from other divisions to track and update the progress of licensing applications.
- Ensure seamless communication across departments regarding compliance and procedural follow-ups.
- Regulatory Sandbox Applications
- Review submissions for admission into the regulatory sandbox, which allows for controlled testing of innovative fintech products and services.
- Provide analysis and recommendations based on regulatory standards and innovation parameters.
Minimum Qualifications and Experience
- Education: Bachelor’s degree in Law.
- Experience: At least one year of relevant experience will be considered an added advantage.
