The British High Commission in Nairobi is currently seeking a dynamic and experienced professional to join the Foreign, Commonwealth and Development Office (FCDO) as a Counter Terrorism (CT) Programme Manager under the Policy & Political roles category. About the Role: Counter Terrorism Programme Manager

Grade: Higher Executive Officer (HEO)

Main Purpose of the Job

The CT Programme Manager will oversee the effective management and implementation of the FCDO’s Pursue Counter Terrorism Programme in Kenya. You will be responsible for ensuring that all CT initiatives align with UK Government strategic objectives and are executed in collaboration with the Government of Kenya and other stakeholders.

You will be expected to manage a budget of between £500,000 and £1,000,000 per year and supervise two direct reports. Your leadership and coordination will be instrumental in achieving impact, adapting to emerging needs, and ensuring the value of UK interventions in Kenya’s CT space.


Key Roles and Responsibilities

  • Programme Leadership and Delivery
    • Lead the Counter Terrorism Programme Support Team in delivering key CT programming in close coordination with the Kenya CT Lead, UK departments, and subject matter experts.
    • Ensure all programming is delivering intended results, is aligned with UK priorities, and is adaptable based on new intelligence or changing needs.
  • Stakeholder Engagement
    • Build and maintain strong operational relationships with Government of Kenya stakeholders to ensure alignment and buy-in.
    • Collaborate with international partners and donors to maximise resources and avoid duplication.
  • Programme Compliance and Documentation
    • Ensure programme activities and documentation meet FCDO and UK Government compliance requirements.
    • Proactively manage risks and lead the documentation of Monitoring and Evaluation (M&E) feedback.
  • Financial Oversight and Contract Management
    • Monitor, forecast, and report on all programme financials to ensure value for money.
    • Manage commercial contractors and oversee procurement processes in line with FCDO/HMG guidelines.
  • Team Management and Development
    • Line manage an EO CT Programme Manager and quality assure the work of an AO CT Programme Support Officer.
    • Oversee onboarding, daily guidance, and long-term professional development of team members.
  • Strategic Collaboration and Reporting
    • Liaise with UK government departments and security/justice sector colleagues within and outside the British High Commission.
    • Prepare and submit quarterly and annual reports on programme performance, outcomes, and expenditure.
  • Corporate Engagement
    • Contribute to broader BHC corporate activities, acting as an active team member within both the CT and Security/Justice communities.

  • Procurement and Contract Oversight: Ensure all procurement and delivery partners comply with UK standards and guidelines

What We Are Looking For

Essential Skills and Experience

  • Demonstrated expertise in project management, with a proven track record of managing large, complex programmes.
  • Strong experience working with international contractors and stakeholders.
  • Sound financial management skills, including budgeting, forecasting, and cost control.
  • Ability to independently assess, challenge, and revise programming where needed.
  • Exceptional communication and interpersonal skills—both written and verbal.
  • Strong time management skills with the ability to work under pressure and meet deadlines.
  • Initiative-driven and proactive in solving problems and making decisions.
  • Prior experience supervising staff and supporting their professional development.
  • Proficiency in Microsoft Outlook, Word, Excel, and Teams.

Desirable Skills and Experience

  • Background in CT, security, or justice-related sectors.
  • Familiarity with programme implementation in East Africa.
  • Experience designing or managing training programmes.

Additional Information

  • The successful candidate must already have the right to live and work in Kenya without the need for a work permit.
  • Security clearance and reference checks are mandatory before appointment.
  • The British High Commission observes 30 days of annual leave for HEO-grade staff and up to 14 public and religious holidays annually.
  • Salary may be adjusted if an employee is not liable for local income tax.
