The County Government of Busia, in accordance with the provisions of Section 44 and Section 58 of the County Governments Act, 2012, is seeking a competent, results-driven, and visionary individual for the position of County Secretary. This announcement is prompted by the impending expiry of the current County Secretary’s contract.
As the highest-ranking administrative officer in the County Public Service, the County Secretary plays a pivotal role in the coordination and implementation of county policies, administration of county executive affairs, and in facilitating smooth communication across all arms of the county administration. This is a critical leadership role that demands integrity, professional experience, and a strong capacity for effective governance.
Position: County Secretary – Job Group ‘T’

Duties and Responsibilities
The County Secretary shall perform the following duties:
- Secretary to the County Executive Committee: Serve as the official recorder and custodian of minutes and decisions made by the County Executive Committee.
- Head of County Public Service: Oversee the functioning and performance of the entire County Public Service and provide strategic direction for its operations.
- Business Coordination: Arrange and schedule County Executive Committee business, ensuring proper documentation and efficient handling of meetings.
- Implementation Oversight: Convey and ensure the execution of decisions taken by the County Executive Committee by the relevant authorities and track progress.
- Policy Dissemination: Implement and communicate both national and county government policies to relevant departments and officers.
- Activity Coordination: Directly coordinate the day-to-day activities of the County Government, ensuring operational alignment and cohesion.
- Public Service Leadership: Offer guidance and directives to public officers across the county to ensure high standards of service delivery.
- Governor’s Directives: Carry out any additional tasks and assignments as delegated by H.E. the Governor and the County Executive Committee.
Requirements for Appointment
To qualify for appointment to the role of County Secretary, an individual must:
- Be a Kenyan citizen.
- Hold a degree from a university recognized in Kenya.
- Possess a minimum of ten (10) years of relevant professional experience.
- Have at least five (5) years of experience in a leadership position at a senior management level, in either the public service or private sector.
- Fulfill the leadership and integrity standards outlined in Chapter Six of the Constitution of Kenya.
Terms of Service
- Contract Duration: Five (5) years
- Renewability: Subject to satisfactory performance
