Project Information
SNV will be implementing the five-year ‘Creating Shared Value in the Livestock Sector with Young People in Kenya’s ASALs project’ (CASHA). CASHA has the overall goal of improving livelihood opportunities of young women and men, thereby contributing to the socio-economic well-being of communities in the ASAL areas of Kenya. The programme aims to tap into the potential offered by the agrifood sector for entrepreneurship and employment, and for building knowledge and capacity so that young people, especially young women, are attracted by the opportunities and growth potential offered by working in poultry, beef, fodder and other agri related enterprises. The programme will cover 15 counties coalesced into four clusters, namely Mandera, Garissa, Wajir, Tana River, Kitui (Cluster 1); Isiolo, Marsabit, Samburu, Laikipia (Cluster 2); Kajiado, Makueni, Taita Taveta (Cluster 3) and Turkana, West Pokot and Baringo (Cluster 4). CASHA will adopt a systems transformative approach, working through local partners using multifaceted approaches. It will target young women (80%) and men in the assigned clusters as individuals or groups to build capacity and to foster market connections.

Job Description

The Cluster Officer is a key position that supports the CASHA Project Manager by coordinating and ensuring high quality delivery of project results. S/he contributes to planning, implementation, resource management, MEL, financial controls, associated stakeholder and partner relationship management, timely quality reporting. The role will also involve providing support in identifying and facilitating opportunities for technical collaborations that leverage business expertise and capabilities to enhance value chain related programs, in the context of young women and men, to create descent and fulfilling employment opportunities. S/he will support the development and management of partnerships with private sector stakeholders, build and manage collaborative partnerships with consortium partners, subgrantees, local governments and other stakeholders in the ASAL region of Kenya.

Job Description

  • Undertake Local Capacity Builders/local implementing organizations partner assessments such as due diligence and partner risk analyses for proper approvals.
  • Effective management of Local Capacity Builders/local implementing organizations, government departments, ensuring 100% adherence with respective MOUs and contracts
  • Build and maintain professional, collaborative and constructive relationships with project partners, key governments stakeholders and project donor to leverage on technical capacity development for youth, financial services and market access.
  • Plan and lead project quarterly reviews with local Capacity Builders/local implementing organizations, ensuring rigorous analysis, discussion and testing of progress, current situations and plans of activity implementation, budget utilization, and resourcing. Ensure decisions are reflected in future plans and activities with appropriate follow-up.
  • Work closely with M&E team to ensure that Gender, Social Inclusion and Safeguarding considerations are reflected in M&E plan, frameworks, and reports to assess whether the objectives are being met. Support the tracking and maintenance of any Gender, Social Inclusion and Safeguarding performance indicators.
  • Perform due diligence checks on potential and existing private sector partners to ensure alignment with SNV, Donor and CASHA project values and compliance standards.
  • Support the design and implementation of business models that align with the CASHA project goals and objectives.
  • Conduct market research to identify opportunities for new business models around poultry and related enterprises and refine existing ones.

Qualifications

  • Bachelor’s degree in project management, agriculture, Animal production, Rural Development, Project Planning and Management, Agribusiness, Environmental Sciences and other relevant qualification.
  • Experience building long-term partner relationships and understanding of the value of expanding relationships across geographies and comfortable engaging with multiple sectors
  • Practical experience in implementing Gender, Social Inclusion and Safeguarding projects in remote locations, especially in fragile ecosystem.
  • 5+ years relevant experience in program management, extension, community development work and private sector engagement role, preferably in ASAL or fragile context with a focus on market/Nature-based solutions.
  • Experience in Livelihoods/Youth Employment related private sector engagement and exploring new private sector opportunities for income and impact in a youth project will be a plus.
  • Excellent understanding of private sector priorities and gained experience in developing partnerships with the private sector.
  • Demonstrated commitment to respect, equity, diversity and inclusion including gender equality.
  • Strong leadership skills, experience in partnership development and deep understanding and experience in consortia management.
  • Good communication skills in English, both written and spoken, with excellent reporting facilitation and presentation skills.
  • Demonstrated commitment to gender equality and social inclusion in all aspects of work.
  • Willingness to travel to all program locations, including remote areas.
