About the Menengai Geothermal Project
The Menengai Geothermal Project is a 35 MW greenfield power plant—Kenya’s second large-scale geothermal initiative after Olkaria. Located within the Menengai complex, this project is integral to Kenya’s renewable energy future and is scheduled to reach Commercial Operation Date (COD) by the end of 2025.
Under the 25-year Project Implementation and Steam Supply Agreement (PISSA) with the Geothermal Development Company (GDC), Globeleq will operate and maintain the plant. The energy generated will be sold to Kenya Power under a long-term Power Purchase Agreement (PPA).
As the lead shareholder, Globeleq is steering the plant’s construction and will assume full operational responsibility once commissioned.

Main Purpose of the Role
The Operations Manager will lead the operational strategy and implementation before and after the COD. The position involves recruiting, training, and managing the operations team, establishing plant procedures, ensuring regulatory compliance, and overseeing the plant’s safe and efficient operation.
Key Responsibilities
Mobilisation Period (Pre-COD):
- Develop the Operations Phase HSESS Manual and align it with the Integrated HSESS Management System.
- Review O&M manuals and EPC contractor documents for completeness and operational readiness.
- Generate operational records and regular mobilisation status reports.
- Participate in developing and populating the Computerised Maintenance Management System (CMMS).
- Prepare and validate operating procedures before commencement of test phases.
- Support with monthly invoicing processes with KPLC and GDC.
- Assist in the documentation of EPC Punch List items and lead training and pre-commissioning activities.
Operation Period (Post COD):
- Ensure compliance with GQ, GDC, and all local HSESS regulations and policies.
- Supervise and train the operations team in safe and effective plant operation to meet dispatch and availability requirements.
- Lead operations routines, switch operations, capacity testing, and performance monitoring.
- Develop and implement standard operating procedures, safety programs, and casualty response systems.
- Perform root cause analyses and corrective action implementation for operational incidents.
- Oversee and ensure effective application of permit-to-work, Lock Out, and Tag Out systems.
- Coordinate operator certification programs and continuous training.
- Ensure plant compliance with O&M manuals, PPA, PISSA, and relevant legislation.
- Optimize plant availability and reduce parasitic loads to improve net electrical output.
- Coordinate with internal Globeleq departments (Ops, HSESS, HR, Legal) on operations-related matters.
- Support budgeting processes, departmental goal setting, and cost management.
- Work closely with the Maintenance Manager to implement preventive and corrective maintenance programs via CMMS.
- Identify and implement opportunities to increase efficiency and reliability.
- Develop and monitor HSESS management systems aligned with ISO 14001 and ISO 45001 standards.
Requirements, Skills and Attributes
Education and Registration:
- Degree in Engineering OR Diploma with significant experience in large-scale power plants.
- Must be registered with the Engineers Registration Board of Kenya.
Experience:
- Minimum 10 years of operations experience in large power stations or geothermal plants.
Competencies & Attributes:
- Strong leadership and team development skills.
- In-depth knowledge of CMMS systems and geothermal operations.
- Proven ability to organize, schedule, and assign operational responsibilities.
- Skilled in performance management and employee development.
- Financial and budgeting proficiency.
