This opportunity is anchored in the continued implementation of the Saving Lives and Livelihoods (SLL) programme, a partnership between the Africa Centres for Disease Control and Prevention (Africa CDC) and the Mastercard Foundation. Following the initial phase which centered on COVID-19 vaccination scale-up, the programme is now entering a strategic phase focused on sustainable immunization integration, pandemic preparedness, and capacity strengthening of the Africa CDC.

Main Purpose of the Role
The Monitoring & Evaluation Officer will work under the direct supervision of the Senior M&E Officer, contributing to the success of the Mastercard Foundation-funded SLL programme by supporting key M&E functions. These include reviewing programmatic progress, ensuring data quality, conducting evaluations, driving learning initiatives, and offering capacity-building support across regional hubs in Africa.
Key Responsibilities
- Develop standard data collection and reporting tools/templates aligned with SLL programme objectives.
- Conduct thorough reviews of implementing partners’ monthly and quarterly progress reports.
- Develop and present dynamic performance dashboards using data from the SLL DHIS2 system.
- Design standardized tools for data quality audits using established assessment and verification methodologies.
- Carry out data quality assessments/audits in designated African regional hub Member States.
- Compile detailed DQA reports outlining findings, strengths, weaknesses, and actionable recommendations.
- Monitor implementation of DQA improvement plans by implementing partners.
- Organize and facilitate capacity building on M&E methods and best practices tailored to different stakeholders.
- Assist in developing evaluation tools for data collection including interview guides, questionnaires, and FGDs.
- Conduct process and outcome evaluations across various African countries.
- Contribute to the development and review of the programme’s learning agenda.
- Translate reports and documents from French to English for accurate information flow and reporting.
- Support ad hoc data collection initiatives, special studies, and rapid assessments.
- Participate in business development efforts, especially in M&E-related proposal development.
- Carry out additional M&E duties as assigned by the SLL M&E Manager or direct supervisor.
