Position Overview: Revenue Clerks (Clerical Officers)

Key Duties and Responsibilities

  1. Revenue Collection from All Streams
    Revenue Clerks will be responsible for collecting revenue from multiple sources including market fees, parking charges, business permits, and licensing fees. Officers must ensure that all funds received are duly recorded and banked in accordance with the established financial procedures.
  2. Preparation of Daily Reports on Collections
    Each officer must compile daily revenue collection reports, capturing detailed records of transactions, payment modes, and amounts collected. These reports are critical for audit purposes and for maintaining transparency in financial operations.
  3. Monitoring and Enforcement of the Cashless Payment System
    The County Government of Kericho is implementing a fully cashless payment model to curb revenue leakage and increase efficiency. Revenue Clerks will be responsible for ensuring that all transactions are conducted using the approved digital platforms. This includes assisting users with transaction issues and escalating unresolved problems to supervisors.
  4. Incident Reporting
    Any barriers to smooth revenue collection—such as system failures, non-compliance by traders, or logistical challenges—must be reported promptly. Revenue Clerks will prepare incident reports that will guide strategic interventions by the finance department.
  5. Public Sensitization and Education
    Officers are required to educate members of the public, particularly traders and small business owners, on the importance of revenue compliance. They must explain the procedures for making payments and highlight the benefits of supporting local government initiatives.
  6. Safe Custody of County Assets and Financial Records
    As custodians of sensitive financial materials, Revenue Clerks must maintain proper records, ensure security of assets, and comply with financial regulations concerning the handling and transfer of money.
  7. Motorist Guidance and Parking Fee Collection
    In areas where parking charges are enforced, Revenue Clerks will guide motorists on the proper registration of vehicles, issuance of receipts, and enforcement of parking rules. They will play a key role in ensuring order and accountability in revenue generation from transport-related services.
  8. Invoice Preparation and Payment Follow-ups
    Revenue Clerks will prepare invoices for clients and traders in compliance with the County Finance Act. They are expected to follow up on outstanding payments, ensure prompt collections, and advise payers on due dates and applicable penalties.
  9. Stakeholder Engagement and Relationship Building
    Building strong relationships with the business community and other stakeholders is a critical function. Revenue Clerks will serve as liaisons, fostering goodwill, addressing concerns, and promoting a positive image of the County Government.

Required Qualifications and Competencies

Applicants must meet the following minimum qualifications to be eligible for consideration:

  1. Academic Requirements
    • Applicants must have completed secondary education and be holders of a Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C- (Minus).
    • This requirement ensures that all applicants possess basic academic competence suitable for the clerical and financial responsibilities of the role.
  2. Computer Literacy
    • Applicants must hold a certificate in computer applications from a recognized institution.
