Biovision Africa Trust (BvAT) is inviting eligible and competent pension administrators and fund managers to submit comprehensive proposals for the management and administration of its staff contributions towards NSSF Tier 2.

To enhance the security and long-term benefits of its employees’ social security contributions, BvAT seeks to engage a registered and experienced pension fund manager or pension administrator who will oversee the management of Tier 2 NSSF contributions, in accordance with the NSSF Act No. 45 of 2013 and the Retirement Benefits Act.

Scope of the Engagement

Biovision Africa Trust intends to appoint a competent fund manager or pension administrator to undertake the following responsibilities:

  • Manage and administer NSSF Tier 2 contributions from BvAT employees.
  • Ensure compliance with the NSSF Act No. 45 of 2013 and Retirement Benefits Act.
  • Provide efficient and transparent reporting systems for both BvAT and its employees.
  • Deliver excellent customer service and administrative support for enrolled staff.
  • Offer timely remittance confirmations and updates on fund performance.
  • Advise the Trust and employees on pension matters, investment strategies, and policy compliance.

Job Description: Pension Fund Manager/Pension Administrator

Job Title: Pension Fund Manager / Pension Administrator
Engagement Type: Contractual (Service-Based)
Location: Nairobi, Kenya
Reporting to: BvAT Procurement Team

Key Duties and Responsibilities:

  • Collect and manage NSSF Tier 2 contributions for all eligible BvAT employees.
  • Ensure all contributions are invested prudently in line with regulatory and fiduciary standards.
  • Maintain full compliance with relevant legal and regulatory requirements.
  • Provide periodic financial and performance reports to BvAT management and staff.
  • Facilitate staff onboarding into the fund and provide necessary orientation on scheme benefits.
  • Offer efficient customer service and administrative support on pension-related queries.
  • Maintain and secure accurate records of all contributions and fund activity.
  • Advise on potential adjustments in investment strategy in line with market performance and regulatory changes.
  • Organize periodic review meetings or briefings with BvAT staff to discuss fund performance.
  • Guarantee data privacy, confidentiality, and system security in handling employees’ personal and financial information.

Eligibility Criteria

Applicants must meet the following minimum qualifications to be considered:

  • Must be registered and fully compliant with the Retirement Benefits Act.
  • Must have a minimum of seven (7) years’ proven experience in managing pension schemes or fund administration.
  • Must currently manage NSSF Tier 2 contributions for at least two or more organizations.
  • Must possess the technical capability and infrastructure to administer contributions and provide timely updates.
  • Must demonstrate capacity to provide high-quality administrative services tailored to the needs of organizations and their employees.

Proposal Submission Requirements

All interested firms are required to submit a comprehensive proposal comprising the following elements:

1. Company Profile

  • A detailed profile of the company or firm, including name, address, core services, years of operation, and key personnel.
  • Description of experience and track record in pension fund management and administration.

2. Technical Proposal

  • Clear demonstration of understanding of the assignment.
  • Description of administrative systems in place for handling Tier 2 contributions.
  • Outline of services to be provided, including compliance strategy and communication mechanisms.
  • Proposed investment strategies and risk management measures.
  • Statement of compliance with the NSSF Act and Retirement Benefits Act.
  • Information on client servicing approach and dispute resolution mechanisms.

3. Financial Proposal

  • Detailed breakdown of the management and administrative fees.
  • Any additional charges and applicable taxes.
  • Payment structure and terms.

4. References

  • Names and contacts of at least two (2) referees from current or past clients whose Tier 2 contributions the firm is managing.
  • Letters of recommendation or testimonials will be an added advantage.

Evaluation Criteria

Submitted proposals will be evaluated based on the following weighted criteria:

  • Compliance with legal and regulatory requirements
  • Experience and track record in similar assignments
  • Quality and clarity of the technical proposal
  • Value for money in the financial proposal
  • Client feedback and references

Only proposals that meet the eligibility and completeness standards will proceed to the technical and financial evaluation stage.


Timelines

  • Proposal Submission Deadline: 25th April 2025
  • Evaluation of proposals and potential interviews will follow shortly after the deadline.
  • The selected firm will be notified and expected to begin engagement as agreed upon in the contract.
