Job Description
Position Title: Procurement Officer
Level: P-4
Department/Office: United Nations Office on Drugs and Crime
Duty Station: Nairobi, Kenya
As the Procurement Officer (P-4), you will be responsible for managing and coordinating the procurement of a wide range of goods and services for the UNODC programs and offices. Your work will directly influence the success of operational activities and programmatic objectives in the region.
Key Responsibilities:
- Strategic Planning and Policy Implementation
- Develop and implement procurement strategies aligned with UN procurement policies and procedures.
- Monitor global procurement trends and market conditions to recommend procurement practices that optimize efficiency and value for money.
- Lead the development and updating of procurement manuals and guidelines to ensure compliance and transparency.
- Procurement Operations
- Oversee the end-to-end procurement process, including solicitation, evaluation, contract award, and supplier performance management.
- Prepare and issue Requests for Proposals (RFP), Invitations to Bid (ITB), and other solicitation documents.
- Review and analyze technical and financial proposals, ensuring fair and transparent evaluation processes.
- Ensure timely procurement of goods and services according to project timelines and budget.
- Contract Management
- Draft, review, and negotiate contracts and service-level agreements in collaboration with legal and programmatic teams.
- Ensure contracts are administered in compliance with UN rules and regulations.
- Monitor supplier performance and ensure that deliverables meet specifications, quality, and contractual terms.
- Address and resolve issues related to contract disputes, delays, and amendments.
- Stakeholder Engagement and Coordination
- Collaborate with internal clients, program managers, and technical experts to develop procurement plans that meet program needs.
- Act as the focal point for procurement matters in Nairobi and liaise with regional and global procurement offices.
- Guide and support colleagues and stakeholders in the interpretation and application of procurement policies.
- Team Leadership and Capacity Building
- Supervise, mentor, and evaluate the performance of procurement staff and consultants.
- Organize training sessions and workshops to build procurement capacity among staff and implementing partners.
- Promote knowledge sharing and continuous improvement within the procurement function.
- Risk Management and Compliance
- Ensure procurement activities are conducted in accordance with ethical standards and in full compliance with UN regulations.
- Identify potential procurement risks and implement mitigation strategies.
- Conduct internal procurement reviews and audits to maintain accountability and integrity.
- Reporting and Documentation
- Maintain accurate and up-to-date records of procurement activities, including contract files, vendor records, and evaluation reports.
- Prepare comprehensive procurement reports and updates for senior management and auditors.
- Contribute to organizational performance reviews and donor reporting processes.
