The County Government of Kiambu, through the Selection Panel for the Recruitment of County Secretary, invites applications from suitably qualified, visionary, and result-oriented Kenyan citizens for the vacant position of County Secretary. This appointment is in line with Section 44 and 58A of the County Government (Amendment) Act 2020 and is guided by the principles of transparency, meritocracy, and inclusivity as enshrined in the Constitution of Kenya 2010.

The County Secretary is the Head of County Public Service and the Secretary to the County Executive Committee, responsible for overseeing county administration and providing strategic leadership in public service operations. This is a high-level role with significant influence on the county’s development agenda, requiring individuals of exceptional competence, integrity, and leadership capacity.

Job Description

The County Secretary shall serve as both the Secretary to the County Executive Committee and the Head of the County Public Service. The holder of the position will be responsible for:

Key Duties and Responsibilities:

  1. Strategic Policy Direction
    • Provide leadership in setting strategic policies aimed at enhancing service delivery within the county.
  2. Executive Committee Operations
    • Arrange business and maintain minutes of the County Executive Committee as directed by the Governor and the committee.
  3. Implementation of Executive Decisions
    • Communicate resolutions of the County Executive Committee to relevant departments and ensure proper implementation tracking.
  4. Stakeholder Collaboration
    • Build and sustain strong collaboration with National Government ministries, development partners, NGOs, and other stakeholders.
  5. Resource Management
    • Oversee prudent and efficient management of county resources.
  6. Policy Oversight
    • Interpret and supervise the implementation of national and county-level policies.
  7. County Government Coordination
    • Coordinate activities, programs, and projects across various county departments and sectors.
  8. Ad hoc Duties
    • Perform any other functions as may be directed by the County Executive Committee or the Governor.

Requirements for Appointment

To be considered for appointment as County Secretary, a candidate must:

  • Be a Kenyan citizen.
  • Hold a first degree in a relevant discipline from a recognized university in Kenya.
  • Possess at least ten (10) years of professional experience, five (5) of which must have been served in a leadership role at the senior management level in either the public or private sector.
  • Hold a Master’s degree from a recognized institution in Kenya.
  • Demonstrate notable leadership and management capabilities, including sound knowledge of public financial management and strategic people management.
  • Be well-versed with the Constitution of Kenya, Devolution laws, and public sector dynamics.
  • Exhibit high levels of integrity, strategic thinking, and result orientation.
  • Be capable of functioning in a multi-ethnic and culturally diverse environment.
  • Be able to perform under pressure and within tight deadlines.
  • Show commitment to the National Values and Principles of Governance as enshrined in Articles 10 and 232 of the Constitution.
  • Meet the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.

  • Communication Skills: Capable of articulating government intentions, policies, and programs clearly to both the public and internal stakeholders.
  • Global and Local Insight: Knowledge of international and national development goals, including integration into the county’s strategic development plans.
  • Execution-Oriented: A hands-on approach to implementing policies and overseeing projects to successful completion.
