The Fifth Human Resource Development Scholarship from Japan to Kenya

On 28th April 2025, H.E. Ambassador MATSUURA Hiroshi and Hon. FCPA John Mbadi NG’ONGO, EGH, Cabinet Secretary for the National Treasury and Economic Planning signed an Exchange of Notes to provide up to 258 million Japanese Yen for the 2024 Human Resource Development Scholarship (JDS). This will be the fifth time that this scholarship programme has been offered to Kenya since 2020.

JDS programme helps to strengthen capacity of young civil servants in Kenya by providing opportunities for postgraduate study at Japanese universities, thereby strengthening the partnership between Kenya and Japan.

Twenty-six Kenyan young civil servants are currently studying in Japanese universities and seventeen MA fellows and 1 PhD fellow have already returned to Kenya with successful study in the end of September 2024.

About JDS programme

JDS programme is currently implemented in 21 partner countries globally. The programme started in 1999, initially catering for young civil servants in Asian countries transitioning into a market economy. Over time, more countries have been included in the programme. Besides Kenya, Ghana and Senegal are other participating countries in Africa.

JDS programme offers fellows opportunities to obtain Master’s degrees from top Japanese universities in various fields in mainly social science, depending on the priority development issues of each participating country. A limited number of Doctoral degrees is also available.
