The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) is a State Corporation established under the NACADA Act 2012. The Authority is mandated to coordinate multi-sectoral efforts aimed at preventing, controlling, and mitigating the impact of alcohol and drug abuse in Kenya.

In line with this mission, NACADA seeks to competitively recruit a dynamic, result-oriented, and self-driven Kenyan citizen to join its leadership team in the position of Deputy Director, Finance and Accounts. Salary Range: Kshs. 124,200 – 216,000
Location: Nairobi (NSSF Building, Eastern Wing, 18th Floor)
Reporting to: Director, Corporate Services
Direct Reports: Principal Accountant
Indirect Reports: Accountant/Senior Accountant


Job Purpose

The role is responsible for the overall financial strategy, resource utilization, financial reporting, and policy implementation in line with the Authority’s mandate. The Deputy Director ensures efficient and effective financial operations and compliance with public financial management laws and international accounting standards.


Key Responsibilities

Managerial/Supervisory Duties:

  • Provide strategic and operational leadership to the Finance and Accounts Department.
  • Lead the formulation and periodic review of financial and accounting policies and procedures.
  • Oversee the implementation of an effective and responsive finance strategy.
  • Prepare responses to audit queries, PAC, and PIC inquiries.
  • Lead the formulation and execution of the Authority’s annual budget.
  • Provide oversight over financial operations and reporting processes.
  • Oversee the development of internal financial control systems.
  • Monitor budget commitment and expenditure levels of all programs.
  • Coordinate mobilization and consolidation of financial resources.

Operational Duties:

  • Ensure proper utilization and accountability of financial resources.
  • Enforce compliance with Public Financial Management Act, IPSAS, IFRS, and other legal provisions.
  • Identify and mitigate financial risks within the Authority.
  • Advise management on financial trends, forecasts, and budget controls.

Job Dimensions

I. Financial Responsibility:

  • Oversight of approved budgets and departmental expenditures.

II. Physical Assets:

  • Responsible for departmental assets, including computers, printers, and office furniture.

III. Decision Making/Influence:

  • Make key decisions related to financial strategy, internal controls, and resource allocation.

IV. Working Conditions:

  • Standard office environment with national travel as needed.

Job Competencies

Knowledge and Experience:

  • Proven expertise in financial leadership and strategic planning.
  • Minimum of 10 years of relevant work experience, with at least 4 years in senior management.

Academic Qualifications:

  • Bachelor’s degree in Commerce, Accounting, Finance, or Business Administration from a recognized institution.
  • Master’s degree in a related field from a recognized institution.
  • CPA (K) certification.
  • Computer literacy with emphasis on Financial Management Information Systems.

Professional Qualifications:

  • Membership in a recognized professional accounting body.
  • Completion of a leadership course lasting not less than four (4) weeks.
