In line with the County Government of Homa Bay’s commitment to uphold transparency, accountability, and inclusive participation in matters that affect the efficient delivery of services to the people, and pursuant to Article 235 of the Constitution of Kenya (2010) and Sections 56, 57, and 58 of the County Governments Act, 2012, the Selection Panel for the appointment of the Secretary/Chief Executive Officer (CEO) of the Homa Bay County Public Service Board hereby invites applications from qualified, competent, and dedicated individuals to serve in this key leadership role.
This is a strategic and high-level role that requires an individual with demonstrated capability in governance, public administration, and strategic management. The successful candidate will be instrumental in ensuring that the operations and decisions of the Homa Bay County Public Service Board are aligned with constitutional values and public service principles.
Position: Secretary/Chief Executive Officer – Homa Bay County Public Service Board
Terms of Service: Contract
Duration: A single non-renewable term of six (6) years
Remuneration and Benefits: As determined by the Salaries and Remuneration Commission
Duties and Responsibilities
The Secretary/CEO of the County Public Service Board shall perform the following duties and responsibilities:
- Board Coordination and Communication
- Prepare and circulate minutes and agenda of Board meetings.
- Develop annual work plans for the Board in collaboration with the Chairperson.
- Convey and communicate decisions of the Board to relevant stakeholders.
- Advisory and Governance Support
- Offer guidance and advice to the Board Secretariat on ethics and governance issues.
- Promote public service values and principles across the county government in line with the Constitution.
- Monitoring and Evaluation
- Prepare regular reports on the performance and execution of the Board’s mandate for submission to the County Assembly.
- Evaluate and report to the County Assembly on the implementation of Articles 10 and 232 of the Constitution, focusing on values and principles of public service.
- Financial Oversight and Resource Management
- Serve as the Accounting Officer of the Board pursuant to Section 149(1) of the Public Finance Management Act, 2012.
- Ensure that all Board resources are utilized in a lawful, authorized, effective, efficient, economical, and transparent manner.
- Strategic and Administrative Duties
- Perform any other responsibilities as may be assigned by the Chairperson of the Board.
Requirements for Appointment
To be eligible for appointment, an applicant must:
- Be a Kenyan citizen.
- Possess a minimum of a Bachelor’s Degree from a university recognized in Kenya. (A Master’s degree or higher qualification is an added advantage.)
- Be a Certified Public Secretary in good professional standing.
- Have at least seven (7) years of relevant work experience, five (5) of which should be in administration and management.
- Demonstrate knowledge of financial management (an added advantage).
- Be a professional of integrity with no breach of the relevant professional code of conduct.
- Meet the requirements of Chapter Six of the Constitution of Kenya, specifically on leadership and integrity.
- Show clear understanding of national and county government goals, policies, and objectives, as well as appreciation of the diversity within the County.
- Exhibit a deep understanding of the legal, structural, and regulatory frameworks that guide public service operations.
- Demonstrate flexibility, adaptability, and the ability to work under pressure to meet strict deadlines.
