As a Regional Procurement Manager, you will join a regional procurement team that delivers procurement services across Africa, supporting the FCDO’s mission through effective commercial strategies and operations.

Role Purpose

The Regional Procurement Manager is a key position in the Regional Procurement Hub and plays a pivotal role in delivering high-value procurement services across the Africa region. The role involves developing category strategies, sourcing suppliers, managing contracts, and ensuring procurement compliance in line with FCDO policy and procedures.

You will work closely with internal clients, regional stakeholders, and suppliers, and report to the Regional Head of Procurement based in Pretoria, South Africa. The position requires strategic thinking, analytical capabilities, and hands-on execution of procurement projects across multiple countries.


Key Duties and Responsibilities

1. Delivery of Regional Procurement Projects (55%)

  • Lead procurement of goods, services, and works valued over £25,000 across the Africa network.
  • Collaborate with regional customers to assess cross-post requirements and identify strategic needs.
  • Manage risk and ensure value for money in alignment with FCDO Commercial policy.
  • Develop and implement Regional Category Strategies.
  • Support the creation of Global Category Strategies in coordination with UK-based teams.
  • Manage tenders, contracts, and supplier negotiations using appropriate eSourcing platforms.

2. Management of Regional Procurement Activity (10%)

  • Assist the Regional Hub in managing daily procurement operations within the Africa network.
  • Facilitate smooth execution of procurement procedures and processes.

3. Support to Posts for Procurements Above £25,000 (15%)

  • Provide strategic and operational support to staff across various posts in Africa.
  • Offer contract management guidance and supplier optimization advice.
  • Challenge assumptions and ensure accurate specification of goods and services required.
  • Train and advise staff on best practices and FCDO procurement policies.

4. Management of Procurement Performance (20%)

  • Monitor and track Key Performance Indicators (KPIs) and Service Level Agreement (SLA) achievements.
  • Manage regional procurement dashboards and strategic procurement plans.
  • Conduct quarterly self-audits to ensure compliance with internal processes such as:
    • Jaggaer (procurement software) data reporting and tracker management
    • Supplier Maintenance Form Tracker
    • Weekly/Monthly procurement dashboards
    • Savings tracker
    • Contract database management
    • Forecasting and reporting of yearly and quarterly spend data

Working Relationships

  • Collaborate with the Pretoria-based Regional Procurement Hub team and provide procurement insights for the Africa region.
  • Work with multiple posts and stakeholders across diverse cultures, time zones, and departments.
  • Represent the Regional Procurement Hub and build strong supplier relationships to ensure high service standards.

Working Conditions and Additional Information

  • The successful candidate will work independently but in coordination with the regional team.
  • You will be expected to:
    • Balance customer service with procurement compliance
    • Manage workloads flexibly and efficiently
    • Travel across the Africa region as necessary
    • Provide mentorship and guidance to post-level procurement staff

Essential Requirements

  • A minimum of 6 years of experience in procurement across various industries.
  • At least 4 years in strategic sourcing.
  • Experience in contract management.
  • A degree or qualification in Procurement, Business, Supply Chain, or a related field.
  • Ability to work independently under pressure.

Desirable Skills and Experience

  • Enrollment in or studying towards MCIPS (or equivalent professional qualification).
  • Advanced Microsoft Excel and MS Office Suite skills.
  • Experience working in multinational and cross-cultural environments.
  • Project management knowledge.
  • Familiarity with eSourcing tools and platforms.
