In collaboration with OXFAM in Kenya, NTA is embarking on a crucial national assignment to understand and address the tax-related challenges faced by Persons with Disabilities (PWDs). Despite existing legal and policy frameworks such as the Persons with Disabilities Act (2003), many PWDs in Kenya still face systemic barriers in accessing tax incentives, owing to bureaucratic processes, limited awareness, and digital exclusion. This initiative seeks to inform inclusive, progressive, and gender-sensitive tax policy reforms by generating evidence-based insights.
To this end, NTA is seeking the services of a qualified and experienced consultant (individual or firm) to conduct a comprehensive nationwide survey. The successful applicant will be tasked with delivering a well-researched and actionable report that guides the formulation of policies that foster social inclusion and economic justice for PWDs.

Terms of Reference for the Consultancy
Position Title
Consultant – National Survey on Tax Concerns of Persons with Disabilities (PWDs)
Duration of the Assignment
Maximum of 35 days from the date of commencement.
Scope of Work
The selected consultant will be responsible for overseeing the end-to-end execution of the national survey. Key responsibilities include:
- Developing a Research Framework and Methodology
Formulate the research design, define the sampling approach, and outline data collection methods tailored to the different cohorts of PWDs across the country. - Conducting Data Collection
Implement nationwide data collection activities, including fieldwork, interviews, and focus group discussions to capture lived experiences of PWDs related to tax access and incentives. - Analyzing Data and Identifying Key Findings
Apply rigorous qualitative and quantitative analysis techniques to extract insights and identify patterns in the collected data. - Providing Detailed Analysis of Findings
Present a comprehensive breakdown of key tax challenges faced by various PWD demographics, including intersectional groups such as women, youth, and the elderly. - Offering Actionable Policy Recommendations
Develop a clear set of evidence-based policy recommendations aimed at enhancing tax inclusivity for all PWDs in Kenya. - Facilitating Validation and Stakeholder Engagement
Organize and lead a validation meeting with key stakeholders to review findings and integrate feedback into the final report.
Expected Deliverables
The consultant will be expected to produce the following outputs:
- Inception Report
A document outlining the study’s methodology, timelines, and a detailed work plan. - Literature Review
A comprehensive review of existing research, legal frameworks, and policy gaps affecting PWD tax concerns. - Stakeholder Engagement Sessions
Organize and conduct inclusive engagements, including surveys and focus group discussions with PWDs and relevant institutions. - Draft Reports and Analysis
Submit the first and second draft reports capturing the research methodology, key findings, and preliminary recommendations. - Validation Workshop
Lead a session with relevant stakeholders to validate findings and incorporate feedback. - Final Report and Policy Brief
A refined report and a succinct policy brief summarizing the key findings and recommendations to be submitted to NTA.
Required Qualifications and Experience
To be eligible for this consultancy, applicants must meet the following criteria:
- Possess a postgraduate degree in Economics, Taxation, Law, Public Policy, Political Economy, or a related social science.
- Demonstrated strong qualitative and quantitative research and analytical skills.
- A minimum of five years of experience working in tax policy, public finance, inclusivity, human rights, or social sciences.
- Proven knowledge of PWD tax-related policies in Kenya, including familiarity with frameworks such as the Persons with Disabilities Act (2003).
- Experience in developing policy papers and research reports.
- Provide evidence of research work or publications in the relevant fields. Include links or attachments.
- Proven ability to engage with and facilitate discussions among high-level stakeholders, including government agencies, civil society, and advocacy groups.
