The County Government of Homa Bay is driven by the principles of transparency, integrity, and participatory governance as enshrined in the Constitution of Kenya 2010. As part of its ongoing commitment to ensuring accountability and efficient service delivery, the County Government, through the Selection Panel for the appointment of the Secretary/CEO of the Homa Bay County Public Service Board, invites applications from suitably qualified, experienced, and competent individuals to fill this critical leadership position.

This recruitment is anchored on Article 235 of the Constitution of Kenya and Sections 56, 57, and 58 of the County Governments Act, 2012. The appointee will be instrumental in shaping the strategic direction of the Board and in ensuring that the County Public Service functions in accordance with legal, ethical, and operational standards.


Position: Secretary/CEO – Homa Bay County Public Service Board

  • Terms of Service: Contract
  • Duration: One non-renewable term of six (6) years
  • Remuneration and Benefits: As determined by the Salaries and Remuneration Commission (SRC)

Duties and Responsibilities

The Secretary/CEO of the County Public Service Board will be responsible for the efficient and professional administration of the Board’s secretariat and will serve as its accounting officer. The duties include:

  1. Board Administration
    • Prepare and circulate agenda and minutes for Board meetings in consultation with the Chairperson.
    • Develop annual work plans and programs for the Board.
    • Convey Board decisions to relevant stakeholders.
  2. Governance and Ethics
    • Provide guidance to the Board’s secretariat on matters concerning governance and ethical conduct.
    • Promote public service values and principles across all departments of the County Government.
  3. Reporting and Evaluation
    • Prepare and submit regular reports to the County Assembly on the performance and functions of the Board.
    • Evaluate and report on the County’s adherence to the values and principles outlined in Articles 10 and 232 of the Constitution.
  4. Public Finance Management
    • Serve as the Accounting Officer of the Board in line with Section 149 (1) of the Public Finance Management Act, 2012.
    • Ensure effective, efficient, and lawful use of resources allocated to the Board.
  5. Leadership and Strategic Direction
    • Support the strategic direction of the Board by managing programs, resources, and stakeholder engagements.
    • Perform any other duties assigned by the Chairperson in line with the mandate of the Board.

Requirements for Appointment

Applicants must meet the following minimum qualifications:

  • Must be a Kenyan citizen.
  • Possess a Bachelor’s degree from a recognized university. (A Master’s degree or higher will be an added advantage.)
  • Must be a Certified Public Secretary in good standing with relevant professional bodies.
  • Have at least seven (7) years of working experience in a relevant professional field, five (5) of which must be in a leadership, administration, or management position.
  • Demonstrate a sound understanding of financial management (desirable).
  • Should not have breached any professional codes of conduct.
  • Must satisfy the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity.
  • Must demonstrate an in-depth understanding of national and county development goals, policies, values, and principles of governance.
  • Be familiar with the legislative and regulatory frameworks governing the public service sector.
  • Must demonstrate high adaptability and the ability to work under pressure to meet deadlines.
