The County Government of Trans Nzoia is seeking a distinguished and principled individual to lead the County Audit Committee as Chairperson. This is a leadership role that requires substantial knowledge of public sector operations, strong analytical capabilities, and the highest level of ethical standards.
Key Responsibilities
As the Chairperson of the County Audit Committee, you will be entrusted with the following duties and responsibilities:
- Setting the Committee Agenda
- Lead and set the agenda for every committee meeting in consultation with committee members, ensuring alignment with oversight objectives.
- Oversight on Risk Management and Governance
- Provide leadership in oversight over risk management frameworks, internal controls, and governance structures of the County Executive Committee.
- Ensure that internal audit activities and county governance standards are conducted with full compliance to existing laws and policies.
- Audit Affairs Management
- Oversee audit processes and provide expert guidance on matters related to internal audits and controls.
- Ensure the county’s financial processes are regularly reviewed and audited for transparency and accountability.
- Follow-Up on Auditor Recommendations
- Monitor the implementation of recommendations made by both internal and external auditors to ensure timely compliance.
- Periodic Committee Review
- Initiate and lead periodic reviews to evaluate the performance and effectiveness of the Audit Committee and its mandate.
- Upholding Independence and Impartiality
- Maintain high levels of independence and neutrality in the decision-making processes, in accordance with constitutional, legal, and policy guidelines.
- Clarification and Education
- Provide clarity and guidance to committee members regarding their responsibilities and roles within the committee to enhance collective effectiveness.
Desired Candidate Profile
To qualify for this position, applicants must meet the following requirements:
- Citizenship
- Must be a Kenyan citizen.
- Conflict of Interest and Prior Engagement
- Should not be a current or former employee of the County Government of Trans Nzoia.
- Must not have been associated with any entity that has done business with the county government within the last two years.
- Academic Qualifications
- Must possess a minimum of an undergraduate degree from a recognized institution in a field relevant to the role.
- Professional Experience
- A minimum of ten (10) years of experience in a senior management role with oversight responsibilities across an entire organization.
- Professional Affiliation
- Must be a current and active member of a recognized professional body such as:
- Institute of Internal Auditors (IIA)
- Institute of Certified Public Accountants of Kenya (ICPAK)
- Institute of Certified Public Secretaries of Kenya (ICPSK)
- Institute of Architects of Kenya (IAK)
- Association of Professional Societies in East Africa (APSEA)
- Association of Certified Fraud Examiners (ACFE)
- Or any other relevant professional organization.
- Must be a current and active member of a recognized professional body such as:
- Political Neutrality
- Should not be holding any political office.
- Ethical Standards
- Must exhibit a high degree of integrity and adhere to the provisions of Chapter Six of the Constitution of Kenya.
- Knowledge and Competence
- Should possess in-depth knowledge of the functions and objectives of the County Government of Trans Nzoia.
- Must demonstrate proven leadership abilities, business management expertise, and a strong grasp of government operations, financial reporting, and auditing processes.
Terms of Appointment
- Tenure: The Chairperson shall be appointed for a period of three (3) years, renewable once based on satisfactory performance.
- Nature of Engagement: This is a part-time role.
- Remuneration: Allowances will be provided in accordance with the guidelines of the Salaries and Remuneration Commission.
