The Salaries and Remuneration Commission (SRC) plays a central role in shaping the future of remuneration and human resource management in Kenya’s public sector. The Commission is mandated to set and regularly review the remuneration and benefits of all State officers and advise the national and county governments on the remuneration and benefits of all other public officers. As part of its continuous efforts to strengthen its institutional capacity, the Commission is currently seeking to fill three critical roles at its Nairobi Head Office. 1. Principal Officer, Legal Services (RL4)

Department: Legal Services
Reporting to: Head of Legal Services
Location: Nairobi (Head Office)
Direct Reports: Legal Clerk

Job Purpose

The Principal Officer, Legal Services will provide expert legal counsel, manage litigation, and draft legal instruments to safeguard the interests of the Commission. This role ensures compliance with relevant legislation and supports the delivery of the Commission’s mandate through sound legal frameworks.

Key Responsibilities

Managerial Duties:

  • Contribute to the formulation and review of legal policies and procedures aligned with existing legislation.
  • Provide legal advice to the Department of Legal Services and other internal stakeholders.
  • Oversee the performance of external advocates to ensure timely provision of documents and representation.
  • Coordinate all legal service providers working with the Commission.
  • Initiate legal action for compliance enforcement on behalf of the Commission.
  • Participate in departmental planning through work plan and budget preparation.
  • Provide leadership and performance management to direct reports.
  • Assess training needs and coordinate training programs for departmental staff.
  • Mentor and coach team members.
  • Identify and manage legal risks within the department.

Operational Duties:

  • Draft and interpret legal contracts and documents.
  • Represent the Commission in court, arbitration, and quasi-judicial proceedings.
  • Liaise with external lawyers and monitor ongoing cases.
  • Conduct legal research and provide well-founded legal opinions.
  • Disseminate relevant legal updates to stakeholders.
  • Review remuneration and benefits frameworks and recommend improvements.
  • Analyze legal judgments for policy implications and emerging issues.
  • Stay updated on legal and regulatory changes affecting the Commission.
  • Present legal reports to technical committees.
  • Prepare and submit regular legal reports to the Head of Legal Services.
  • Offer secretarial services to the Legal Committee as delegated.
  • Supervise the Legal Clerk and monitor performance.
  • Develop personal work plans and track deliverables.

Working Conditions

2. Senior Officer, Job Evaluation and Salary Structures (RL5)

Department: Job Evaluation and Salary Structures
Directorate: Remuneration Services
Reporting to: Principal Officer, Job Evaluation and Salary Structures
Location: Nairobi (Head Office)

Job Purpose

The Senior Officer will undertake job evaluations, analyze remuneration data, and contribute to the formulation of equitable salary structures across the public sector. The role is pivotal in aligning public service roles with appropriate compensation.

Key Responsibilities

Operational Duties:

  • Analyze remuneration across state and public officers to promote structure harmonization.
  • Conduct market surveys to determine job value across sectors.
  • Review current and proposed remuneration packages and provide data-backed recommendations.
  • Conduct comparative analyses of salary data using defined models.
  • Implement job evaluations and re-evaluations per Commission guidelines.
  • Report progress on job evaluation and grading activities.
  • Identify and report departmental risk elements.
  • Draft technical reports from Committee proceedings.
  • Draft formal communications to public institutions regarding remuneration decisions.
  • Collect and benchmark salary survey data.
  • Offer technical assistance to institutions implementing grading and salary structures.
  • Maintain and update databases for grading and salary structures.
  • Submit monthly reports to supervisors.
  • Identify areas for operational improvement and recommend process enhancements.
  • Maintain up-to-date stakeholder databases for efficient communication.

3. Senior Officer, Collective Bargaining Negotiations (RL5)

Department: Collective Bargaining Negotiation
Directorate: Remuneration Services
Reporting to: Principal Officer, Collective Bargaining Negotiation
Location: Nairobi (Head Office)

Job Purpose

The Senior Officer will analyze collective bargaining data and support negotiations for the public sector. This role ensures that Collective Bargaining Agreements (CBAs) align with the law, guidelines, and the Commission’s strategic goals.

Key Responsibilities

Operational Duties:

  • Analyze data related to CBAs in the public sector.
  • Review and assess CBN proposals and provide evidence-based recommendations.
  • Maintain and update a comprehensive database on CBAs.
  • Contribute to the review and enhancement of CBN guidelines.
  • Assist in the preparation of departmental work plans and budgets.
  • Implement risk management measures within the function.
  • Ensure compliance with legal, policy, and procedural requirements.
  • Prepare monthly, quarterly, and annual CBN reports.
  • Draft communication letters for CBN-related Commission decisions.
  • Produce reports from CBN Technical Committee proceedings.
  • Recommend improvements for operational efficiency.
  • Prepare and monitor individual work plans for performance tracking.

4. Senior Officer, Research, Monitoring and Evaluation

Job Grade: RL5
Directorate: Remuneration Services
Department: Research, Monitoring and Evaluation
Location: Nairobi (Head Office)
Reports To: Principal Officer, Research, Monitoring and Evaluation

Purpose of the Job:

The Senior Officer, Research, Monitoring and Evaluation is responsible for analyzing and interpreting data on research, monitoring, and evaluation to inform Commission decisions and support the development and assessment of remuneration policies.

Key Responsibilities:

  • Implement research strategies and conduct specific research assignments.
  • Perform studies that support the formulation and implementation of Commission policies and procedures.
  • Collect and compile data on remuneration and benefits advisories to track impact.
  • Aggregate micro and macro data to support Commission advisories and policy choices.
  • Monitor compliance with Commission advisories and conduct evaluations.
  • Follow up on benchmarking initiatives from relevant institutional comparators.
  • Maintain and update the remuneration and benefits research database.
  • Contribute to operational excellence through process feedback and improvements.
  • Implement a functional risk management framework and comply with statutory requirements.
  • Draft correspondence and reports arising from technical committee proceedings.
  • Prepare monthly, quarterly, and annual progress reports.
  • Develop personal work plans and assess own performance regularly.

5. Accountant

Job Grade: RL6
Directorate: Corporate Services
Department: Finance and Accounting
Location: Nairobi (Head Office)
Reports To: Principal Accountant
Direct Reports: Accounts Assistant

Purpose of the Job:

The Accountant is responsible for entering financial data into the accounting system, conducting system reconciliations, and managing the Commission’s payment processes.

Key Responsibilities:

  • Prepare and generate monthly and annual cash plans in the IFMIS system in line with approved budgets.
  • Process exchequer requests and capture revenue in IFMIS Accounts Receivable.
  • Verify payment documents, validate payee details, and initiate valid transactions.
  • Transfer approved payments from IFMIS to CBK Internet Banking for disbursement.
  • Reconcile all General Ledger accounts and clear suspense accounts monthly.
  • Ensure alignment between IFMIS and Commission’s cash books.
  • Manage accountable documents, ensuring accurate filing and retrieval.
  • Maintain imprest and asset registers.
  • Prepare audit files and schedules and assist with audit processes.
  • Conduct expenditure analysis and prepare budgetary reports.
  • Reconcile statutory deductions and supplier payments.
  • Handle petty cash management from generation to accounting.
  • Receipt and bank Commission funds promptly.
  • Implement internal controls and ensure accuracy in payment processes.
  • Provide feedback for business process improvement.
  • Develop and monitor personal work plans to ensure performance targets are met.

6. Supply Chain Officer

Job Grade: RL6
Department: Supply Chain Management
Location: Nairobi (Head Office)
Reports To: Principal Supply Chain Officer
Direct Reports: Supply Chain Assistant

Purpose of the Job:

The Supply Chain Officer ensures the effective implementation of procurement strategies, policies, and processes in compliance with the Public Procurement and Asset Disposal Act (PPADA), 2015, and the Public Procurement and Asset Disposal Regulations (PPADR), 2020.

Key Responsibilities:

Managerial Duties:

  • Contribute to the development of procurement guidelines and manuals.
  • Support staff performance management and departmental planning.
  • Identify training needs and recommend relevant programs.
  • Oversee risk identification within the supply chain unit.
  • Supervise and evaluate reporting staff, offering mentorship and coaching.

Operational Duties:

  • Implement supply chain policies and procedures.
  • Manage the invitation and distribution of tenders, quotations, and expressions of interest.
  • Create and manage supplier links on the IFMIS portal.
  • Draft bidder clarifications, addenda, and tender document amendments.
  • Oversee office petty cash usage for procurement.
  • Upload procurement plans and initiate purchase orders in IFMIS.
  • Liaise with suppliers to ensure proper documentation for payments.
  • Oversee publication of tenders and awards on PPIP and Commission’s website.
  • Serve as secretary to key procurement committees.
  • Draft contracts, awards, and correspondences.
  • Maintain supplier performance data and update the supplier registry.
  • Ensure compliance with procurement-related legal and policy guidelines.
  • Prepare and submit periodic procurement reports.
  • Lead market research and periodic stock-taking.
  • Coordinate goods and services acceptance and generate reports.
  • Track and report on invoice statuses and contract performance.
  • Assist in disposal processes for obsolete or unserviceable goods.
  • Develop and monitor personal performance targets.
