Job Description:

The Artisan II (Plumbing) position is an entry and training-level position under the technical support team. Officers appointed to this role will work under close supervision of a more senior officer to develop practical skills and gain experience. The main focus is on performing skilled plumbing tasks in maintenance and repair assignments within Parliament premises.

Key Duties and Responsibilities:

  • Perform installation, maintenance, and repair of water supply systems, drainage systems, and sanitary fittings.
  • Conduct inspections to identify plumbing faults and recommend appropriate remedial measures.
  • Execute planned preventive maintenance (PPM) schedules for all plumbing systems.
  • Repair burst pipes, blocked drains, and leaking taps to ensure operational functionality.
  • Assist in reading and interpreting plumbing blueprints, layout drawings, and specifications for execution of tasks.
  • Support in managing water tank cleaning, pressure testing, and pipe disinfection as per public health requirements.
  • Adhere to standard operating procedures (SOPs) and safety guidelines during plumbing tasks.
  • Ensure proper use of plumbing tools and equipment and report any damage or malfunction promptly.
  • Collaborate with other maintenance personnel and departments on cross-functional tasks.
  • Maintain accurate records of all completed maintenance work for review and reporting purposes.

Position 2: Artisan II (Electrical)

Job Description:

The Artisan II (Electrical) will play an integral part in the Commission’s technical team, providing electrical support services necessary for the efficient running of the Parliament’s electrical infrastructure. The role is entry-level and designed for individuals developing their skills under supervision while handling essential electrical maintenance and repair works.

Key Duties and Responsibilities:

  • Carry out routine electrical installation, maintenance, and repair of lighting, power circuits, and control systems.
  • Assist in diagnosing electrical faults and undertaking timely repairs to prevent disruption.
  • Replace or repair faulty electrical fixtures such as sockets, switches, fuses, and light fittings.
  • Perform inspections of wiring systems and electrical panels to ensure compliance with safety codes.
  • Maintain standby power systems such as generators and uninterruptible power supply (UPS) units.
  • Install or modify electrical appliances and devices as directed by the supervising engineer.
  • Support energy-saving initiatives by reporting inefficiencies and recommending changes.
  • Collaborate with the engineering team on renovation and new construction projects requiring electrical input.
  • Ensure personal safety and observe institutional safety procedures while working with live circuits.

Job Description:

The Artisan II (Carpentry) role is geared toward providing quality woodworking and carpentry services within the Parliamentary Service Commission. The selected candidate will assist in the construction, repair, and maintenance of wood-based infrastructure, fittings, and furnishings used in the Parliament premises.

Key Duties and Responsibilities:

  • Support in the construction of wooden structures such as doors, windows, cabinets, and furniture fittings.
  • Execute minor repairs of broken furniture, worn-out hinges, and wooden installations.
  • Assist in polishing, sanding, varnishing, and repainting wooden surfaces as part of routine upkeep.
  • Participate in partitioning works during office renovations or modifications.
  • Read and interpret architectural drawings or carpentry layouts for effective task execution.
  • Operate and maintain hand and power tools including saws, drills, planers, and chisels.
  • Prepare estimates of materials required for carpentry tasks and ensure prudent use of allocated resources.
  • Install locks, bolts, and door handles while ensuring security standards are adhered to.
  • Collaborate with maintenance and interior design teams during space improvement projects.
  • Maintain a tidy and safe workshop space, observing safety regulations related to woodwork and material storage.

This position is ideal for individuals with a strong appreciation for craftsmanship, accuracy in measurement, and an eye for detail when working on interior spaces and functional carpentry works.


General Overview of Duties for All Artisan II Positions

These roles represent the foundation level for skilled trades within the Parliamentary Service Commission. As entry-level positions, selected candidates will operate under supervision while acquiring hands-on experience in the relevant technical area. All Artisan II staff members will be engaged in regular inspections, corrective maintenance, and improvements in their area of specialization, including carpentry, plumbing, or electrical services.

Personnel will be expected to adhere to institutional guidelines, comply with health and safety standards, and work collaboratively within multi-disciplinary teams in the upkeep of Parliament Buildings and equipment. Regular reporting, record-keeping, and contribution to project-based assignments are part of the roles.
