The National Council for Persons with Disabilities (NCPWD) is a State Corporation established in November 2004 by an Act of Parliament (Persons with Disabilities Act 2003). It holds a critical mandate to formulate and implement policies that promote the full integration of Persons with Disabilities (PWDs) into the national economic and social fabric.
As part of its mission to foster inclusivity and champion disability rights, the Council is seeking passionate, competent, and self-driven individuals to fill several vacant positions within its organizational structure. These roles will support the effective implementation of disability mainstreaming programs and enhance service delivery at both national and county levels.
We invite qualified candidates to apply for the following positions:
1. Disability Services Officer – Job Group 6 (2 Positions – County Offices)
Overview:
This is the entry and training grade for the Disability Services Officer cadre. The officers will be stationed at county level and operate under the supervision and guidance of a senior officer. These individuals will play a vital role in ensuring effective service delivery and program implementation for Persons with Disabilities within their regions.
Duties and Responsibilities:
- Administering fund application forms and targeting tools for beneficiaries of grants and cash transfer programmes.
- Participating in community targeting, validation, and enrollment of beneficiaries under the Persons with Severe Disabilities – Cash Transfer (PWSD-CT) programme.
- Administering application processes for education assistance, assistive devices and services, economic empowerment, infrastructure, and equipment support.
- Registering persons with disabilities at county level.
- Supervising interns and clerks.
- Vetting and managing applications for education and economic empowerment grants, tools of trade, infrastructure and equipment support, and assistive devices.
- Submitting vetted applications to NCPWD headquarters for further action.
- Coordinating services for persons with albinism, including provision of sunscreen lotions, cancer screening and treatment, protective clothing, and self-care sensitization.
- Facilitating registration of businesses and companies owned by PWDs under the Access to Government Procurement Opportunities (AGPO) initiative and supporting them in obtaining Local Purchase Order (LPO) financing.
- Training economic empowerment groups on entrepreneurship skills.
- Ensuring delivery of grants and bursaries to targeted groups and schools.
- Supporting community-based organizations and self-help groups to identify and implement viable development projects.
- Mobilizing community resources and facilitating the development of Community Action Plans (CAPs).
- Linking PWDs and Disabled Persons Organizations (DPOs) with development partners and stakeholders.
- Monitoring implementation of various programs including registration, rehabilitation and habilitation, education assistance, infrastructure and equipment support, economic empowerment, enterprise development, and disability mainstreaming.
- Providing conflict resolution support among group members and ensuring proper data disaggregation (by gender, disability, age, etc.).
- Mobilizing and sensitizing communities on the Council’s programs and services.
- Assisting PWDs in accessing tax exemptions, licenses, and employment services through recommendation.
- Organizing disability-related national and international events at county level.
- Advocating for and monitoring compliance with the constitutional requirement of 5% representation of PWDs in appointive and elective positions in both public and private sectors.
- Conducting accessibility audits and providing technical support in disability mainstreaming, job placement, and capacity building.
Remuneration:
- Basic Salary: KES 45,179 – 60,280
- House Allowance: Based on deployment location
- Commuter Allowance: KES 8,000
- Medical Cover: As per the Council’s medical scheme

2. Driver – Job Group 9 (1 Position)
Overview:
This is the entry and training grade for the Driver cadre. The successful applicant will be responsible for ensuring safe and efficient transportation of staff and goods, while maintaining vehicle integrity and adhering to traffic regulations.
Duties and Responsibilities:
- Driving NCPWD vehicles as per authorized duties.
- Conducting routine vehicle checks before and after trips to ensure roadworthiness.
- Identifying and reporting any mechanical faults or malfunctions.
- Keeping accurate and up-to-date vehicle records including mileage, fuel usage, and maintenance history.
- Ensuring the safety and security of the vehicle, passengers, and any goods in transit.
- Maintaining cleanliness and general condition of the vehicle at all times.
- Complying with all traffic laws and regulations.
- Reporting any traffic incidents, accidents, or vehicle issues to the police and office promptly.
Remuneration:
- Basic Salary: KES 18,783 – 24,072
- House Allowance: Based on deployment location
- Commuter Allowance: KES 4,000
- Medical Cover: As per the Council’s medical scheme
