The National Research Fund (NRF) is a State Corporation established under the Science, Technology and Innovation Act, No. 28 of 2013 with the mandate to facilitate research for the advancement of science, technology and innovation. NRF promotes capacity building in research and development, funds scientific research projects, and supports institutions and individuals engaged in scientific and technological innovation.

Principal Human Resource Management and Development Officer – One (1) Position
Grade: NRF 5

Job Purpose:
The Principal Human Resource Management and Development Officer will be responsible for overseeing the implementation of HR strategies, policies, and procedures. The position ensures optimal staffing, employee welfare, performance management, and compliance with labor laws.
Duties and Responsibilities:
- Develop and implement human resource strategies aligned with the Fund’s strategic plan.
- Oversee recruitment, placement, promotion and separation processes.
- Ensure proper implementation of performance management systems.
- Coordinate staff training and development programmes.
- Manage employee relations and ensure compliance with employment laws and policies.
- Lead workforce planning, succession planning and organizational development initiatives.
- Monitor and advise on staff welfare and occupational health and safety matters.
- Develop and maintain a robust human resource information management system.
- Supervise HR record keeping and staff data management.
- Facilitate regular HR audits and reporting.
- Guide implementation of rewards and recognition programs.
- Participate in policy formulation, review and implementation.
