Overview of the Role
The Manager, Human Resource and Development will be tasked with offering strategic guidance to management on optimal human resource utilization and ensuring compliance with the Human Resource Management Act of 2012 and existing labor laws. The role encompasses broad leadership responsibility over human resource services, learning and development, general administration, insurance, security, records, and property functions. This position will report directly to the Registrar/Chief Executive Officer of the Board.
Key Duties and Responsibilities
As a senior leader in the organization, the Manager, Human Resource and Development will perform the following key functions:
- Human Resource Strategy and Policy Development
- Lead the formulation and implementation of the human resource management and development strategy aligned with EBK’s overall goals.
- Develop and update human resource policies and procedures to enhance organizational efficiency and compliance with legal frameworks.
- Human Resource Planning and Staffing
- Analyze staffing levels across departments to support effective succession planning and talent management.
- Oversee workforce planning and staff deployment strategies to meet current and future organizational needs.
- Advisory Services
- Serve as the secretary to the Management Advisory Committee, ensuring informed and structured decision-making processes.
- Provide guidance to senior management on employment law, employee relations, and best HR practices.
- Compensation and Benefits
- Design and manage competitive staff compensation and rewards systems that drive performance and motivation.
- Conduct periodic reviews of remuneration structures and benefits in line with market trends and budgetary constraints.
- Health, Safety, and Wellness
- Ensure the implementation of occupational health and safety programs in the workplace.
- Initiate and oversee staff welfare programs, promoting mental, physical, and financial well-being.
- Performance Management
- Drive the development and execution of an effective performance management system to improve accountability and organizational productivity.
- Monitor staff performance and link it to career progression and rewards.
- Training and Development
- Coordinate the preparation and implementation of training and development plans to support capacity building and professional growth.
- Foster a learning culture within the Board, encouraging continuous professional development.
- Records and Administration Management
- Act as custodian of all employee records ensuring integrity, confidentiality, and timely updates.
- Provide oversight on general administrative functions, including facilities management and office services.
- Insurance, Security, and Property
- Manage the Board’s insurance portfolio ensuring adequate coverage and risk mitigation.
- Supervise security and property management operations, safeguarding EBK’s physical and information assets.
Person Specifications
To be eligible for this senior-level position, applicants must meet the following minimum qualifications and requirements:
- A minimum of eight (8) years of relevant professional experience, with at least three (3) years served in a supervisory or managerial capacity.
- Bachelor’s degree in Human Resource Management or a related field from a recognized institution.
- Master’s degree in Human Resource Management or an equivalent qualification from a recognized university.
- Post Graduate Diploma in Human Resource Management from a reputable institution.
- Active registration with the Institute of Human Resource Management (IHRM) and possession of a valid practicing license.
- Certificate in Management Course lasting not less than four (4) weeks.
- Proficiency in computer applications and digital HR systems.
- Demonstrated professional competence and administrative capability as evidenced by past work performance and results.
- Must fulfill the requirements of Chapter Six of the Constitution of Kenya, 2010.
