The Engineers Board of Kenya (EBK) is a statutory body established under the Engineers Act No. 43 of 2011 with the mandate to regulate the activities and conduct of registered engineers and firms. The successful candidate will provide high-level oversight in driving the Board’s strategic agenda and enhancing its institutional performance in alignment with national development goals.


Job Description

The Director, Policy, Research and Strategy will play a pivotal role in coordinating and driving strategic development initiatives, ensuring that the Board’s policies, plans, and systems are coherent and effective. The position reports directly to the Registrar/Chief Executive Officer and demands a high degree of foresight, professionalism, and leadership.

Key Responsibilities

The duties and responsibilities of the Director will include:

  1. Strategic Planning and Development
    • Coordinate the development and review of the Board’s overall strategies and mission statements.
    • Lead the formulation and continuous refinement of the Board’s strategic plan, including setting targets, milestones, and evaluation criteria.
    • Oversee the monitoring of strategic plan implementation across departments.
  2. Policy Formulation and Management
    • Oversee the development and review of policies and procedures on planning and quality assurance.
    • Ensure policy initiatives are aligned with the national regulatory framework and engineering sector standards.
    • Spearhead policy advocacy in engineering to influence positive change within the profession.
  3. Research and Innovation
    • Coordinate the execution of research, inquiries, and studies related to competition, consumer protection, and engineering practices.
    • Facilitate innovation initiatives and the protection of Intellectual Property Rights emerging from EBK’s activities.
  4. Performance Management and Quality Assurance
    • Coordinate the preparation and implementation of the Board’s performance contracts.
    • Monitor and evaluate performance against agreed targets and key performance indicators.
    • Oversee the implementation of quality management systems through quality assurance programmes.
    • Ensure organizational compliance with internal standards and international best practices.
  5. Collaboration and Stakeholder Engagement
    • Foster strategic collaborations and partnerships with relevant stakeholders in the public and private sectors, academia, and international organizations.
    • Represent the Board in technical forums, policy discussions, and collaborative research initiatives.
  6. Risk Management and Business Process Reengineering
    • Coordinate institutional risk management frameworks to identify, mitigate, and monitor risks across the Board’s functions.
    • Oversee business process reengineering initiatives to enhance efficiency and service delivery.
  7. Operational Planning and Resource Prioritization
    • Lead the development of the Board’s annual work plans, budgetary frameworks, and resource allocation strategies.
    • Ensure prioritization of activities that align with EBK’s mandate and strategic goals.
  8. Knowledge and Information Management
    • Coordinate knowledge management efforts to ensure accurate documentation, storage, and dissemination of strategic information.
    • Facilitate continuous learning within the Board through documentation and sharing of best practices.
  9. Reporting and Accountability
    • Oversee the preparation of the Board’s annual reports and other statutory reports.
    • Ensure accurate and timely reporting to relevant stakeholders, including government agencies and development partners.

Person Specifications

Candidates seeking appointment to this prestigious position must meet the following requirements:

  • At least ten (10) years of relevant professional experience, with a minimum of three (3) years in a management role in either public or private institutions.
  • A Bachelor’s degree in Engineering, Economics, Statistics, or an equivalent qualification from a recognized institution.
  • A Master’s degree in any of the aforementioned disciplines or their equivalents from a recognized institution.
  • Registration with a professional body, where applicable.
  • Certification in quality systems, risk management, or a related professional qualification.
  • Completion of a Leadership Course lasting not less than four (4) weeks from a recognized institution.
  • Proficiency in computer applications.
  • Demonstrated professional competence and administrative capability, backed by a track record of performance and results.
  • Fulfillment of Chapter Six requirements of the Constitution of Kenya.

Terms of Service

This position is offered on a five (5) year contract, renewable subject to satisfactory performance and in accordance with the Board’s HR policies.


Conditions for Application

  • Clearance from the Higher Education Loans Board (HELB).
  • Valid Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
  • Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
  • Clearance from a Credit Reference Bureau (CRB).
  • Clearance from the Ethics and Anti-Corruption Commission (EACC).
