Job Summary
The Chief Finance Officer (CFO) will serve as the principal financial advisor to the University and will be responsible for the strategic management of all financial activities. This role ensures the financial health, regulatory compliance, and sustainability of the University’s resources in line with institutional goals. The CFO will be tasked with developing and overseeing the implementation of robust financial systems, policies, and procedures to support strategic planning, budgeting, and resource mobilization.
Key Responsibilities
- Provide leadership and oversight in the financial planning and budgeting processes of the University.
- Develop, implement, and monitor financial policies, systems, and procedures aligned with public sector financial management principles and international best practices.
- Prepare and present periodic financial statements and reports to the University Management Board, Council, and other regulatory agencies.
- Ensure effective and efficient management of funds, including income, expenditure, budgeting, internal control, and audit processes.
- Coordinate the formulation and implementation of short-term and long-term financial strategies.
- Ensure compliance with the Public Finance Management Act, Public Procurement and Disposal Act, University Statutes, and other relevant regulations.
- Supervise preparation of final accounts and coordinate the annual external audit process.
- Advise the University Council and senior management on financial matters and implications of policies and decisions.
- Establish effective cash flow management systems to optimize the institution’s liquidity and investment returns.
- Coordinate the University’s revenue generation efforts and propose alternative financing mechanisms.
- Develop and lead risk management strategies and maintain adequate insurance coverage for the University’s assets and operations.
- Manage staff within the Finance Department, ensuring professional development, discipline, and effective performance management.
- Ensure the implementation of accounting and enterprise resource planning (ERP) systems that support transparency and accountability.
