124 Vacancies Open In Mandera County Government

The County Government of Mandera, through its County Public Service Board, is pleased to announce a major recruitment drive for various administrative positions in the Department of Devolved Units and the Department of Circular Economy, Sanitation, and Solid Waste Management. These roles are designed to strengthen the delivery of services, promote effective governance, and empower local communities within the County.

The vacancies are open to competent and qualified candidates who are passionate about public service and are ready to contribute to the county’s development in line with the Constitution of Kenya 2010 under Articles 176 and the County Government Act No. 17 of 2012.

Available Positions

A. Department of Devolved Units

  1. Sub-County Administrator III (Job Group N) – 4 Posts

Duties and Responsibilities:

  • Lead the formulation of policies, planning, and execution of service delivery.
  • Ensure effective service delivery to the public.
  • Spearhead developmental initiatives aimed at community empowerment.
  • Oversee the provision and maintenance of public infrastructure and facilities.
  • Exercise delegated powers from the County Public Service Board under Section 86.
  • Coordinate citizen participation in governance and policy formulation.
  • Supervise administrative functions in the sub-county.
  • Oversee implementation of county laws and gather public feedback.
  • Improve own-source revenue collection and departmental performance.
  • Organize and manage Sub-County Stakeholders Forums.
  • Supervise all devolved units at the sub-county level.
  • Prepare progress reports and convene regular departmental meetings.
  • Perform other relevant duties as assigned by the supervisor.
  1. Deputy Sub-County Administrator III (Job Group M) – 7 Posts

Duties and Responsibilities:

  • Assist the Sub-County Administrator and execute delegated tasks.
  • Manage and supervise general administrative operations at the sub-county level.
  • Lead in the development of plans, policies, and effective service delivery.
  • Empower communities through development-focused activities.
  • Maintain and improve public infrastructure and service facilities.
  • Perform functions delegated by the County Public Service Board.
  • Coordinate citizen participation in the governance process.
  • Promote own-source revenue generation and ensure departmental target realization.
  • Facilitate stakeholder forums in the sub-county.
  • Supervise all devolved units within the sub-county.
  • Compile progress reports and conduct periodic management meetings.
  • Execute other relevant duties as delegated.
  1. Ward Administrator II (Job Group K) – 8 Posts

Duties and Responsibilities:

  • Supervise and manage ward administrative offices and functions.
  • Provide leadership in planning, policy development, and service delivery.
  • Lead initiatives to empower community members.
  • Ensure the provision and maintenance of infrastructure and public facilities.
  • Exercise delegated functions from the County Public Service Board.
  • Convene and lead Ward Stakeholder Forums.
  • Compile reports on the enforcement and implementation of county legislation.
  • Carry out other tasks as assigned by the supervisor.
  1. Village Administrator III (Job Group F) – 100 Posts

Duties and Responsibilities:

  • Coordinate and oversee village-level administrative operations.
  • Develop policies and plans for the efficient functioning of the village unit.
  • Promote developmental programs to uplift local communities.
  • Facilitate Village Stakeholders Forums.
  • Ensure citizen involvement in local governance.
  • Supervise the upkeep of infrastructure and public service facilities.
  • Exercise powers delegated by the County Public Service Board.
  • Facilitate community engagement in policy development and service delivery.
  • Act as an advisor to the Ward and Sub-County Administrators on local issues.
  • Perform other tasks as may be assigned.

B. Department of Circular Economy, Sanitation and Solid Waste Management

  1. Town Administrator (Job Group M) – 5 Posts

Duties and Responsibilities:

  • Implement decisions of the Town Board and oversee town affairs.
  • Design and implement policies, strategies, and developmental programs.
  • Develop and manage a data and information system to improve transparency and efficiency.
  • Coordinate financial submissions to the County Treasury and County Assembly.
  • Monitor performance management systems.
  • Coordinate sanitation and solid waste management within sub-counties.
  • Supervise environmental and solid waste operations, including composting and disposal sites.
  • Conduct public education on environmental and waste management issues.
  • Perform duties assigned by the Town Committee or relevant authority.
