The International Rescue Committee (IRC) is a global leader in humanitarian assistance, committed to helping people survive, recover, and rebuild their lives after crisis. Our work spans across conflict zones, disaster areas, and regions facing severe economic challenges—responding with rapid interventions and lasting, community-driven solutions.

In 2024, IRC launched critical cross-border operations into Sudan, delivering life-saving programs in non-government-controlled regions of Darfur and South Kordofan. This work is separate from the Sudan Country Program and is part of an evolving strategy to build sustainable, long-term interventions. The Sudan cross-border (XB) portfolio is poised for significant expansion and seeks experienced humanitarian professionals to lead MEAL functions with precision and impact.

We are currently recruiting a MEAL Coordinator to join our dynamic team in either Nairobi, Kenya or Amman, Jordan, with approximately 60% travel to field locations in Sudan.


Position: MEAL Coordinator

Locations Available: Nairobi (IHUB), Kenya | Amman, Jordan

The MEAL Coordinator will lead all Monitoring, Evaluation, Accountability, and Learning operations for the Sudan XB Program. This includes overseeing MEAL systems across a complex and growing humanitarian portfolio in South Kordofan and Darfur. The successful candidate will ensure timely data collection, responsive client feedback mechanisms, and data-informed program adaptation.

The role reports directly to the Deputy Director for Programs and is open only to current or recent IRC employees.


Key Responsibilities

Technical Oversight

  • Lead the design and implementation of MEAL systems for both IRC and partner-led projects, covering full project cycles—from design and data collection to analysis and reporting.
  • Ensure logframes, MEAL plans, data tools, quality checks, and feedback systems are in place and operational.
  • Provide guidance on indicator selection, measurement methodologies, and digital data tools such as Kobo, CommCare, and ODK.
  • Develop MEAL staffing structures and budgets tailored to programmatic needs.
  • Produce analytical reports, dashboards, and data visualizations to support program learning and donor engagement.
  • Coordinate and technically lead evaluations, including baselines and endlines, and survey methodology design.
  • Integrate and lead the use of real-time mobile data technologies to improve data quality and usability.
  • Support external accountability commitments and refine feedback mechanisms to align with regional standards.

Strategic Leadership

  • Provide strategic MEAL direction for a multi-sector program operating in high-risk, remote, and complex settings.
  • Promote a culture of data-driven decision-making and learning across all program sectors.
  • Ensure MEAL systems are aligned with IRC’s global standards and tailored to local and operational realities.
  • Foster strong partnerships with local organizations and government entities, building joint MEAL capabilities.
  • Integrate cross-cutting themes such as gender, safeguarding, protection, disaster risk reduction, and inclusion into MEAL frameworks.
  • Contribute to regional and global MEAL initiatives and participate in learning exchanges and community-of-practice networks.

Staff Management and Development

  • Lead a geographically distributed MEAL team, managing performance through clear goals, coaching, and regular evaluations.
  • Design and implement targeted learning plans and training strategies for MEAL staff and partners.
  • Support capacity sharing through remote and on-site mentoring approaches, enabling partners to build resilient and independent MEAL systems.
  • Lead internal assessments of MEAL capacities within partner organizations and co-develop improvement roadmaps.
  • Cultivate a team environment that is inclusive, performance-driven, and growth-focused.

Additional Duties

  • Carry out other assignments as directed by the Deputy Director for Programs, aligned with strategic MEAL goals and emergency response priorities.

Key Requirements

  • A minimum of 6 years of MEAL experience, with proven leadership in humanitarian, multi-sector, and multi-donor program contexts.
  • Demonstrated success in remote field management, especially in conflict or crisis settings.
  • Proficiency with mobile data platforms (e.g., Kobo, ODK, CommCare) and statistical tools like Excel, SPSS, or STATA. Additional skills in Power BI, Tableau, or GIS are highly desirable.
  • Strong grasp of both quantitative and qualitative data methods and their application in MEAL strategy and programming.
  • Familiarity with designing and managing client feedback systems and accountability frameworks.
  • Exceptional organizational, planning, and communication skills—capable of synthesizing and presenting complex data to a range of stakeholders.
  • Fluent in English; Arabic is a significant asset.
  • Must be willing and able to travel up to 60%, including to remote or low-resource areas in Sudan.
