Job Summary
The Chief Executive Officer (CEO) will serve as the chief executive and accounting officer of the hospital. Reporting to the Board of Directors, the CEO will be charged with the responsibility of implementing the hospital’s strategic goals, managing daily operations, ensuring financial sustainability, and enhancing institutional performance across clinical, research, and training domains. The ideal candidate will be dynamic, ethical, forward-looking, and passionate about healthcare transformation in Kenya.
Key Duties and Responsibilities
- Strategic Leadership and Vision
- Provide visionary leadership in the development, implementation, and evaluation of the hospital’s strategic plan in line with national health policies and global best practices.
- Foster a culture of continuous improvement and innovation that supports clinical excellence, research productivity, and educational advancement.
- Represent KUTRRH in national and international forums to build networks, partnerships, and collaborations that support the hospital’s growth and reputation.
- Corporate Governance and Policy Implementation
- Ensure implementation of board-approved policies and decisions across all hospital departments and divisions.
- Promote transparency, integrity, and accountability in all hospital activities and cultivate a high-performance work culture.
- Advise the Board on institutional planning, budgeting, policy matters, and strategic developments.
- Financial Management and Resource Optimization
- Oversee financial planning and management, including preparation and execution of annual budgets in accordance with Public Finance Management regulations.
- Mobilize resources through grants, donor partnerships, and innovative financing mechanisms to supplement government funding.
- Monitor and ensure optimal use of institutional resources including human, financial, and infrastructural assets.
- Operational Management
- Coordinate hospital-wide operations to ensure timely, efficient, and quality delivery of healthcare services to patients.
- Oversee procurement, logistics, ICT, and other support services to ensure seamless operations.
- Manage organizational change, improve systems, and modernize service delivery mechanisms.
- Clinical Services Oversight
- Uphold the highest standards in the delivery of clinical care, patient safety, and medical ethics.
- Facilitate integration of evidence-based practices, digital health tools, and international protocols into clinical operations.
- Champion clinical audit programs, quality assurance mechanisms, and accreditation efforts.
- Research and Innovation Promotion
- Support development of a robust institutional research agenda that addresses national health priorities and global health challenges.
- Facilitate establishment of partnerships with universities, research institutes, and international organizations for collaborative research.
- Encourage innovation, clinical trials, and intellectual property development within the hospital ecosystem.
- Training and Capacity Development
- Promote and coordinate academic training programs in collaboration with universities, colleges, and professional bodies.
- Support continuing professional development for healthcare workers across all cadres.
- Strengthen the hospital’s role as a center of excellence in health education and mentorship.
- Stakeholder Engagement and Public Relations
- Act as the primary spokesperson for the hospital, maintaining effective communication with internal and external stakeholders.
- Strengthen community engagement and responsiveness to the public health needs of the Kenyan population.
- Develop and implement effective communication strategies that promote hospital transparency, accountability, and visibility.
- Legal and Regulatory Compliance
- Ensure full compliance with all applicable laws, regulations, and standards, including employment laws, environmental laws, and healthcare legislation.
- Liaise with relevant government agencies and regulatory bodies to maintain operating licenses, accreditations, and certifications.
- Risk Management and Institutional Resilience
- Identify, assess, and mitigate operational, financial, clinical, and reputational risks.
- Develop and maintain emergency preparedness and disaster recovery plans.
- Promote sustainability and resilience practices within the hospital’s operations.
- Human Resource Management
- Lead the development and implementation of progressive human resource policies and frameworks.
- Foster a work environment that promotes employee motivation, engagement, and wellness.
- Oversee staff recruitment, training, performance management, and succession planning.
Work Relationship
The CEO will work closely with the Board of Directors, senior management team, heads of clinical departments, academic and research leaders, staff unions, government agencies, partners, and other key stakeholders. The role demands exceptional interpersonal and leadership skills to build a cohesive team culture while managing complex institutional dynamics.
Performance Evaluation
The performance of the CEO will be appraised against key performance indicators agreed upon with the Board of Directors. These will include metrics related to financial stewardship, clinical quality, research output, staff satisfaction, stakeholder engagement, and strategic goal achievement.
Tenure and Contract
The position of Chief Executive Officer will be on a contract term as provided under relevant laws and policies. Renewal will be subject to satisfactory performance, institutional needs, and compliance with public service requirements.
