Overview of the Role
The Chief Executive Officer will serve as the highest-ranking administrative officer of the Level 5 Hospital. Reporting administratively to the Hospital Board and functionally to the respective County Chief Officer, the CEO will be responsible for offering strategic leadership, overseeing day-to-day operations, implementing hospital board policies, and ensuring high standards of patient care and service delivery.
This executive role requires an accomplished professional with extensive experience in health systems leadership, financial stewardship, change management, and stakeholder collaboration.
Key Responsibilities and Duties
1. Strategic Leadership and Vision
- Provide visionary leadership and clear direction to the hospital management team and departments in alignment with the strategic plan.
- Formulate and implement strategic plans, ensuring alignment with Nairobi City County’s health objectives.
- Oversee development, approval, and execution of performance contracts, operational budgets, and work plans.
- Translate policy decisions into actionable plans and lead their implementation.
2. Hospital Operations and Administration
- Manage the day-to-day operations of the hospital in an efficient, cost-effective, and patient-centered manner.
- Establish and maintain robust systems of hospital management, ensuring that clinical and infrastructural goals are met.
- Ensure continuous improvement in patient care quality, safety, and efficiency through adoption of best practices and performance standards.
- Promote and implement quality assurance mechanisms in all hospital departments.
- Support the introduction and effective utilization of computerized hospital management systems.
3. Financial Management and Accountability
- Serve as the hospital’s Accounting Officer, ensuring all financial operations comply with legal, policy, and ethical standards.
- Oversee the development and management of the hospital budget, ensuring prudent use of resources.
- Identify and manage revenue generation strategies and cost-saving measures to maintain the hospital’s financial sustainability.
- Ensure timely financial reporting to the Board and relevant government agencies.
4. Human Resource Management and Organizational Culture
- Build, lead, and maintain a high-performing multidisciplinary team that is aligned with the hospital’s vision and goals.
- Inspire and motivate hospital staff through inclusive leadership, coaching, and recognition programs.
- Ensure compliance with human resource policies and employment regulations.
- Promote a culture of performance, accountability, and continuous learning.
- Foster a healthy work environment conducive to staff well-being and high productivity.
5. Stakeholder Engagement and Community Relations
- Maintain strong collaborative relationships with internal and external stakeholders including medical professionals, development partners, suppliers, and the wider community.
- Act as a spokesperson for the hospital, enhancing its reputation and building trust with the public.
- Promote community health education initiatives and engage in public health awareness programs.
- Build strategic partnerships and collaborations to enhance service delivery and access to care.
6. Governance and Compliance
- Ensure that hospital operations are conducted in full compliance with applicable laws, health regulations, and County Government policies.
- Maintain transparent and timely reporting to the Hospital Board, and provide strategic recommendations on healthcare policy, infrastructure, and service delivery.
- Monitor performance indicators to ensure alignment with the hospital’s objectives and healthcare standards.
- Promote ethical conduct, integrity, and professionalism in all hospital operations.
7. Resource Mobilization and Innovation
- Lead initiatives to secure funding and support from county resources, development partners, and other stakeholders.
- Drive innovation and adoption of modern technology in healthcare service provision.
- Expand hospital services through evidence-based practices and responsive health programming.
- Champion hospital accreditation processes, including ISO Certification and Joint Commission International Accreditation (JCIA).
8. Emergency Preparedness and Risk Management
- Lead the hospital’s emergency response planning and ensure readiness for public health crises.
- Develop and implement risk management policies to safeguard hospital assets and operations.
- Foster resilience in healthcare systems and infrastructure.
9. Monitoring and Evaluation
- Establish and implement robust mechanisms for performance monitoring, evaluation, and reporting across all hospital departments.
- Use data to inform decision-making and continuously improve service delivery.
10. Communication and Reporting
- Ensure effective communication and information flow within and outside the hospital.
- Prepare and present regular reports to the Board, County Government, and other relevant stakeholders.
- Address patient and public concerns with professionalism and transparency.
11. Other Duties
- Perform any other related responsibilities as may be assigned by the Hospital Board from time to time.

Qualifications and Experience
- A Bachelor’s degree in a health-related discipline or any other related field from a recognized university.
- A Master’s degree in Health Administration, Health Management, Business Administration, or any other business-related field from a recognized university.
- A minimum of 10 years’ experience of progressive responsibility in an integrated healthcare system.
- Previous experience in a similar executive leadership role in a hospital setting is highly desirable.
Terms of Engagement
This position is offered on a contractual basis as per the terms set out by the Nairobi City County Government. The successful candidate will be expected to meet performance targets as stipulated by the Board, with a clear appraisal and accountability framework.
