Current Job Opening: Community Health Program Manager
St John Ambulance Kenya is seeking an experienced and dedicated Community Health Program Manager to join our headquarters team in Nairobi. This is a high-impact position designed for a professional who has both the strategic vision and field experience to lead the implementation of community health projects across Kenya.
St John Ambulance operates under the mandate of the St John Ambulance of Kenya Act, Cap. 259, and is dedicated to delivering emergency care services and promoting initiatives that enhance health outcomes for all Kenyans.
Overall Job Purpose
The Community Health Program Manager will lead the design, execution, and monitoring of donor-funded community health programs across the country. The role entails driving project performance, coordinating multisectoral stakeholders, ensuring donor compliance, and achieving high-impact health outcomes at the community level.
The ideal candidate will possess a strong grasp of public health dynamics in Kenya, excellent leadership abilities, and a track record in managing complex health programs funded by bilateral, multilateral, and private donors.
Key Roles and Responsibilities
Program Development and Strategy
- Design innovative community health interventions aligned with Kenya’s Universal Health Coverage (UHC) goals and global health priorities.
- Lead the development of project concepts, proposals, and grant applications in response to donor calls.
- Develop multi-year strategic plans and annual workplans to guide program operations and scaling.
Program Implementation and Oversight
- Coordinate the rollout of community-based health interventions such as emergency trauma clinics, maternal and child health education, disease prevention outreach, and rapid response programs.
- Ensure all program activities are delivered in accordance with approved plans, donor agreements, and best practice guidelines.
- Establish systems for efficient activity planning, resource allocation, and field deployment.
Stakeholder Engagement and Partnership Building
- Serve as the primary liaison with donors, county governments, national ministries (especially the Ministry of Health), local NGOs, and community-based organizations.
- Advocate for community health priorities in county and national forums, contributing to health policy discussions and reforms.
- Facilitate community entry meetings and foster strong relationships with local leaders and health workers.
Human Resource and Team Management
- Supervise multidisciplinary teams including clinicians, nurses, community health promoters (CHPs), field officers, and administrative staff.
- Lead recruitment processes, orientation, training, and performance management for project teams.
- Foster a team culture of accountability, excellence, and service.
Monitoring, Evaluation, and Learning (MEL)
- Design and implement robust MEL frameworks and data collection systems for program tracking and learning.
- Oversee routine data analysis and compile monthly, quarterly, and annual reports for internal and external stakeholders.
- Use evidence from monitoring and evaluation to inform adaptive program management and strategic decision-making.
Budget Management and Compliance
- Develop and manage program budgets, ensuring alignment with donor-approved financial plans.
- Oversee expenditure tracking, procurement processes, and financial reporting in accordance with internal policies and donor requirements.
- Support internal and external audits and implement audit recommendations.
Visibility, Reporting, and Representation
- Prepare high-quality donor reports, case studies, policy briefs, and success stories.
- Represent St John Ambulance Kenya at donor meetings, sector working groups, health clusters, and conferences.
- Ensure that project achievements are documented and shared through appropriate communication platforms.
Qualifications and Experience Required
- A Bachelor’s degree in Public Health, Nursing, Development Studies, or a related field. A Master’s degree in a relevant discipline is a distinct advantage.
- At least 5 years of progressive experience managing donor-funded health or community development projects, preferably in Kenya or a similar context.
- Demonstrated success in leading proposal development, fundraising initiatives, and donor engagement.
- Deep understanding of Kenya’s health system, national community health strategies, and relevant health policies.
- Proven ability to lead diverse teams, build partnerships, and foster collaboration at all levels.
- Experience working directly with county governments, especially in decentralized health planning and delivery.
- Strong skills in data analysis, report writing, and program presentation.
