Job Reference Number: PSC/PIS/01/2025
Application Deadline: 15th July 2025

Purpose of the Job
The role of a Security Warden at the Parliamentary Service Commission is critical in maintaining a secure and safe environment within the premises of Parliament. Officers appointed to this position will be tasked with enforcing security procedures, monitoring security systems, responding to potential threats, and offering assistance during public functions or emergencies.

Security Wardens are part of the frontline team that ensures Parliament operates without disruption from external or internal threats. These officers are not only responsible for physical security measures but are also essential to the upholding of public confidence in the security protocols of the institution.

The tasks performed may vary based on operational needs and emerging situations, demanding high levels of alertness, integrity, and commitment.

Key Duties and Responsibilities

The responsibilities assigned to the Security Warden role include, but are not limited to, the following:

  1. Controlling Access at Entry Points
Security Wardens will be stationed at various vehicle and pedestrian entry points to regulate the orderly access of individuals into Parliament. This includes checking credentials, monitoring authorized passes, and ensuring only approved personnel or visitors are allowed entry.
  2. Operating Security Screening Equipment
Officers will man and operate a range of high-tech security devices such as X-ray machines, walk-through metal detectors, underbelly surveillance cameras, CCTV systems, and bomb detection units. These tools are critical for detecting any contraband, weapons, or suspicious items. Upon discovery of threats, immediate response and containment actions will be initiated in line with protocols.
  3. Conducting Security Searches
Security Wardens are expected to conduct thorough checks of both persons and vehicles entering and exiting Parliament premises. These searches ensure compliance with security policies and eliminate risks associated with unauthorised or harmful items.
  4. Screening and Vetting of Visitors
In order to maintain a secure environment, Wardens must screen and vet visitors before they can proceed into any part of the Parliament. This involves checking identification, confirming appointments, and validating visitor passes. Wardens must also guide and direct visitors to their appropriate destinations within the premises.
  5. Maintaining Security Records
Officers are tasked with maintaining up-to-date and accurate entries in the Occurrence Book (OB) and other official security registers. These records are essential for daily reporting, future reference, or investigations relating to security incidents.
  6. Conducting Patrols
Regular foot patrols along the boundary fence line, internal walkways, offices, and public spaces are necessary to identify potential breaches or suspicious activity. Patrols ensure continued vigilance and physical presence in all areas of concern. Wardens are required to remain alert, report irregularities, and take immediate action where necessary.
  7. Control Room Operations
Some Security Wardens will be deployed in the central control room where they monitor live CCTV footage, respond to alarms, answer emergency calls, and dispatch patrol units as required. This function is crucial for the real-time assessment of security situations.
  8. Managing Crowds During Events
The Security Warden team also plays a vital role during high-profile events such as state functions, public demonstrations near Parliament, or large public hearings. Crowd control measures, coordination with law enforcement, and protective protocols must be effectively implemented to ensure order and safety.
  9. Operating Integrated Security Management Systems (ISMS)
Officers will be trained and expected to manage the ISMS and other technical security equipment according to established Standard Operating Procedures (SOPs). Familiarity with digital security tools is necessary for modern security operations.
  10. Fire Safety Monitoring
Security Wardens must routinely inspect fire safety equipment such as extinguishers, fire alarms, and sprinkler systems. Ensuring the functionality and readiness of these systems is vital in reducing fire hazards and mitigating risks to life and property.
  11. Providing First Aid
In emergencies such as medical incidents or accidents, Security Wardens may be the first responders. Officers are expected to administer first aid promptly and effectively until medical personnel arrive. Basic first aid training is an essential part of their operational readiness.

Working Environment and Expectations
Security Wardens will be expected to work in shifts, including night duty, weekends, and public holidays depending on operational needs. The work environment requires high levels of discipline, vigilance, and professional decorum. As Parliament is a high-security zone, discretion, and confidentiality are paramount.

Uniforms and appropriate identification will be provided, and all personnel are expected to maintain a neat and presentable appearance while on duty. Officers must also comply with all institutional regulations and codes of conduct.

Regular training and refresher courses will be provided to ensure that all officers remain updated on emerging security challenges, technology, and protocols. Opportunities for career growth and redeployment within other departments of the Parliamentary Service may also be available to high-performing individuals.
