VACANCY NO. CPSB 03/2025: CHAIRPERSON, COUNTY PUBLIC SERVICE BOARD

Job Description:

The Chairperson of the County Public Service Board shall be responsible for providing leadership and direction to the Board and ensuring the implementation of its functions as stipulated in the County Governments Act and other related laws. This is a strategic role that requires strong leadership, excellent judgment, and a deep understanding of public service values and human resource management principles.

Duties and Responsibilities:

  • Preside over all meetings of the County Public Service Board and coordinate the activities of the Board.
  • Provide strategic direction and leadership in the execution of the Board’s mandate, including the promotion of values and principles of public service as outlined in Articles 10 and 232 of the Constitution.
  • Oversee the recruitment and appointment of persons to hold or act in public offices within the county public service.
  • Ensure the development and implementation of effective human resource policies and systems in the county public service.
  • Promote efficient and effective public service delivery by facilitating staff development, performance management, and adherence to codes of conduct.
  • Advise the County Government on human resource management and development.
  • Monitor and evaluate compliance with the public service values and principles within county departments.
  • Prepare regular reports to the County Assembly on the execution of the Board’s functions.
  • Represent the Board in intergovernmental and public service-related forums as required.
  • Ensure compliance with the law in all Board decisions and administrative procedures.

VACANCY NO. CPSB 4/2025: SECRETARY/CEO, COUNTY PUBLIC SERVICE BOARD

Job Description:

The Secretary to the County Public Service Board also serves as the Chief Executive Officer (CEO) of the Board. This is a key operational role responsible for the day-to-day management of Board functions and providing administrative and technical support to the Board in the discharge of its duties.

Duties and Responsibilities:

  • Be the head of the County Public Service Board Secretariat and provide leadership to the technical and administrative support teams.
  • Implement Board decisions and communicate resolutions to the relevant authorities and departments.
  • Organize and coordinate Board meetings, including preparation and circulation of agenda, minutes, and reports.
  • Maintain accurate records of Board activities, correspondence, and documentation.
  • Facilitate the development and implementation of the County Human Resource Plan and staff establishment.
  • Provide expert advice and guidance to the Board on all matters related to public service administration, including legal, policy, and operational frameworks.
  • Coordinate recruitment, promotion, discipline, and other HR processes in accordance with applicable laws and regulations.
  • Monitor and evaluate the performance of the county public service, identify gaps, and recommend improvement strategies.
  • Ensure implementation of performance management systems and compliance with ethical standards.
  • Prepare periodic reports on the activities and achievements of the Board for submission to the Governor and the County Assembly.
  • Liaise with external stakeholders including the Public Service Commission, national government agencies, and other county public service boards to ensure best practices are upheld.
  • Manage the Board’s budget, work plans, and procurement in line with the Public Finance Management Act and other applicable regulations.

VACANCY NO. PSB 5/2025: MEMBER OF THE COUNTY PUBLIC SERVICE BOARD

Job Description:

Members of the County Public Service Board work as part of a collegiate board that makes key decisions on human resource management and policy formulation. They bring diverse professional experiences to the Board and play a pivotal role in ensuring the merit-based and fair administration of the county public service.

Duties and Responsibilities:

  • Participate in Board meetings and contribute to the formulation of strategies, policies, and guidelines relating to human resource management and development in the county public service.
  • Assist in overseeing the recruitment, selection, and appointment processes for county public servants to ensure adherence to merit and fairness.
  • Participate in disciplinary processes and make informed decisions on disciplinary matters affecting county employees.
  • Help review and monitor the implementation of staff performance management systems and recommend necessary improvements.
