The Women’s Integrated Sexual Health (WISH) Dividend Policy and Systems (P&S) programme represents a vital step toward accelerating inclusive and African-led demographic transitions while advancing sexual and reproductive health and rights (SRHR) across Sub-Saharan Africa. WISH Dividend P&S is implemented by Palladium with the goal of improving national capacities to accelerate inclusive demographic transitions (DT) and enhance policy and health systems for SRHR. In line with the UK’s International Development Strategy on Empowering Women and Girls, the programme emphasizes African leadership, inclusion, and rights-based approaches.
To scale its mission, WISH Dividend P&S is establishing a robust Technical Assistance Pool of highly qualified health professionals and experts who are passionate about driving systemic change in the field of SRHR and demographic transition. This call invites applications from experienced professionals with demonstrable expertise across a range of critical thematic areas.

Palladium is seeking individuals to join the Technical Assistance Pool to deliver targeted, impactful assignments across the seven programme countries. Experts are expected to bring proven experience, deep subject-matter knowledge, and a commitment to transformative action in one or more of the following thematic areas:

Minimum Experience and Competency Requirements
To ensure the quality and effectiveness of the Technical Assistance Pool, Palladium has established the following criteria for all prospective TA experts:
- Demonstrated theoretical and practical expertise in at least one of the above thematic areas.
- Proven ability to provide quality assurance and peer review of other professionals’ work.
- Recognized and independently verifiable qualifications, such as professional body memberships.
- A minimum of five years’ professional experience in the relevant area.
- A master’s degree in the related field is desirable.
Candidates must show a history of translating theory into impactful practice, with a strong record of successful programme delivery, policy engagement, or systems strengthening within national or regional contexts.
