Role Purpose

The In-Market Delivery Manager will serve as the single point of contact (SPOC) for M-Pesa Africa within the assigned local market. Acting as the on-ground representative of MPA, the role will be instrumental in ensuring the smooth execution and delivery of MPA-funded projects and initiatives. This position involves technical project coordination, relationship management, and a strong emphasis on Agile delivery methodologies, particularly the SAFE Agile operating model.

The Delivery Manager will work across multiple functional departments in the local market and align efforts with MPA headquarters to ensure efficient and high-quality delivery of services. The role also requires managing technical and operational dependencies and ensuring stakeholder satisfaction through effective communication and execution.

Key Responsibilities

  1. Project Delivery and Prioritization
    • Spearhead the delivery and prioritization of MPA-funded projects within the local market.
    • Oversee all phases of project delivery including service configuration, network integration, application integration, system and functional testing, and final production releases.
    • Ensure that projects are executed in compliance with MPA’s security and quality standards.
  2. Cross-Functional Coordination
    • Collaborate with Agile Release Trains (ARTs) and project teams to align local market dependencies and resources.
    • Facilitate end-to-end delivery by coordinating with various local departments and stakeholders.
  3. Agile Management and Execution
    • Maintain a local Jira board to track and manage delivery tasks and tickets.
    • Participate in Program Increment (PI) planning sessions and Agile ceremonies including daily stand-ups.
    • Drive adherence to Agile best practices to improve predictability and delivery timelines.
  4. Stakeholder Engagement and Decision Making
    • Secure approvals from local stakeholders for key project decisions, scope changes, and go-live activities.
    • Support on-site management of major initiatives including platform upgrades, cloud transitions, and hardware deployments.
  5. Post-Go-Live Support
    • Lead observation and follow-up efforts post go-live to ensure project stability and closure of open issues.
  6. Service Delivery Governance
    • Organize and chair monthly service delivery Steerco meetings with local market stakeholders.
    • Prepare and circulate meeting decks, agendas, action trackers, and escalation logs.
  7. Performance Monitoring and Reporting
    • Monitor delivery performance using a set of key metrics including:
      • Project milestone completion
      • Local market Net Promoter Score (NPS)
      • Service Level Agreement (SLA) adherence
      • Agile performance metrics (Planning Confidence, Predictability, Yield, etc.)
      • Incident resolution timelines (Priority 1 and Priority 2 issues)

Required Expertise and Experience

This role is designed for experienced professionals with a deep understanding of project management, Agile methodologies, and stakeholder engagement. The following areas of experience are particularly valuable:

  • Project Management: Demonstrated expertise in managing complex projects across international markets or vendors. Experience with system integrations and digital platforms is preferred.
  • Agile Certification: SAFE Agile certified professionals will be highly regarded. Familiarity with Agile tools such as JIRA is essential.
  • Communication & Leadership: Strong interpersonal skills with the ability to communicate effectively at all organizational levels, including executive management.
  • Problem Solving: Analytical skills to proactively identify issues and implement solutions in a timely and efficient manner.
  • Remote Management: Experience working with dispersed and multicultural teams, often coordinating remotely.
  • FinTech or Mobile Payments: Prior exposure to mobile payments, fintech platforms, or financial services environments is strongly desired.
  • Service Delivery & Quality: ITIL certification or experience in service delivery management is a plus.
  • Compliance Awareness: Understanding of Anti-Money Laundering protocols is advantageous; holding an ICA certificate in AML Awareness is considered beneficial.
  • Program Management: Experience with MSP (Managing Successful Programs) is an asset.
