Position: County Chief Officer – Job Group “S”

Duty Station: Turkana County Government Headquarters
This position is equivalent to that of a Principal Secretary in the National Government and is at the helm of departmental leadership and strategic coordination. Appointed by the Governor with the approval of the County Assembly, the Chief Officer is the authorized officer responsible for the day-to-day administration of a county department as provided under Section 45 of the County Governments Act, 2012.
Key Responsibilities
The successful applicants will be expected to provide administrative and strategic leadership within county departments, ensuring smooth policy implementation and performance of devolved functions. The core duties and responsibilities include:
- Departmental Administration and Coordination
Lead the overall management of the respective County Department including supervision of personnel, development initiatives, and ensuring alignment with county strategic goals. Provide executive oversight and guidance to departmental heads to foster an efficient working environment. - Policy Development and Budget Implementation
Oversee the formulation, implementation, and review of sector-specific policies, strategic plans, and budgets. This includes integrating national policies into county strategies and ensuring conformity with applicable laws and regulations. - Resource Management and Budget Oversight
Take charge of prudent management of department resources. This encompasses the preparation of departmental budget estimates, fiscal planning, resource allocation, and expenditure monitoring in accordance with the Public Finance Management Act and related regulations. - Strategic Program Formulation and Implementation
Champion the creation and execution of impactful programs that are consistent with the county’s vision and sectoral goals. Monitor the results of these programs and ensure the county’s development agenda is effectively pursued. - Performance Management and Evaluation
Lead the implementation of an effective performance management system within the department. Ensure that performance targets are well established, monitored, and evaluated regularly to enhance accountability and service delivery. - Stakeholder Engagement and Consultative Forums
Organize, convene, and participate in departmental consultative forums and public participation meetings with stakeholders, civil society organizations, development partners, and the private sector to incorporate diverse views into development planning and policy-making. - Promotion of Good Governance and Constitutional Values
Uphold and promote national values and principles of governance in accordance with Articles 10 and 232 of the Constitution of Kenya. Ensure departmental activities promote integrity, transparency, and accountability. - Service Delivery Oversight
Ensure effective service delivery by enforcing laid down policies, legal frameworks, and administrative procedures. Establish feedback mechanisms to assess citizen satisfaction and adapt services accordingly. - Compliance and Regulatory Frameworks
Demonstrate a sound understanding and application of:- Public Procurement and Asset Disposal Act and its regulations
- Public Finance Management Act and associated guidelines
- Human Resource Management principles in the public sector
- Other Duties
Perform any other responsibilities as may be assigned by the Governor, County Secretary, or relevant authority in accordance with applicable statutes and operational needs of the County Government.
Academic and Professional Requirements
To be considered for this esteemed position, candidates must meet the following qualifications:
- Must be a Kenyan citizen.
- Hold a bachelor’s degree in a relevant field from a recognized university in Kenya.
- Possess at least ten (10) years of relevant experience in a senior management position in the public or private sector.
- Demonstrate a clear understanding of devolution and county governance structures.
- Be strategic, result-oriented, and capable of delivering under tight deadlines and high-pressure environments.
- Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010 on Leadership and Integrity.
- Have sound knowledge and experience in Programme-Based Budgeting, Planning, and Financial Analysis.
- Demonstrate thorough understanding of the County’s development objectives and the national development blueprint (Kenya Vision 2030).
- Possess excellent communication, interpersonal, and team leadership skills.
- A Master’s degree in a relevant field will be an added advantage.
