The successful candidate will be based in Nairobi and will work under the overall supervision of the Deputy Director, Office of Internal Oversight Services (Internal Audit), and the functional and direct supervision of the Audit Manager/Senior Auditor of a Regional Audit Center (RAC).

Context and Scope

The Internal Auditor will be entrusted with the responsibility of evaluating and enhancing the efficiency and effectiveness of IOM’s operations worldwide. The audits will focus on compliance, performance, financial integrity, and operational transparency. This position is critical to the organizational goal of maintaining robust governance and internal control systems.

The Internal Auditor may also be called upon to conduct fact-finding inquiries and participate in investigations where necessary, underscoring the multidimensional nature of the role.


Key Responsibilities

As part of the Office of Internal Oversight Services, the Internal Auditor will be expected to perform the following duties:

  1. Audit Execution
    • Conduct internal audits of IOM operations either independently or as part of a multidisciplinary team.
    • Participate in the development and preparation of risk-based audit plans in accordance with IOM and international standards.
  2. System and Control Evaluation
    • Document, assess, and test internal systems and controls to determine their effectiveness in the following areas:
      • Compliance with IOM policies and procedures.
      • Achievement of management’s strategic and operational objectives.
      • Reliability, completeness, and integrity of financial and operational information.
      • Economic and efficient use of resources.
      • Safeguarding of assets from loss, theft, or misuse.
  3. Audit Documentation
    • Prepare working papers for review and approval by the Auditor in charge or the Head of Internal Audit.
    • Ensure documentation is comprehensive, factual, and aligned with auditing standards.
  4. Findings and Recommendations
    • Identify audit findings and risks, discuss these with responsible officers in the audited areas, and negotiate feasible timelines for corrective action.
    • Monitor the implementation status of agreed-upon recommendations to ensure accountability and continual improvement.
  5. Reporting
    • Draft clear, concise, and comprehensive audit reports either for complete assignments or specific portions of an assignment.
    • Present results to the Audit Manager and relevant stakeholders for feedback and action.
  6. Technical Proficiency
    • Employ modern auditing tools and practices in alignment with International Internal Audit (IIA) standards.
    • Use specialized audit software like TM+ or similar platforms for managing audits and conducting data analysis.
  7. Additional Duties
    • Undertake other assignments or support functions as required by the organization, including support for investigations or special reviews.

Required Skills and Competencies

Technical Skills:

  • Demonstrated ability to apply professional judgment and exercise due care in planning and executing audit engagements.
  • Knowledge of auditing standards, practices, and risk assessment frameworks.
  • Familiarity with financial rules, regulations, and internal control frameworks within international organizations.
  • Awareness of significant operational and strategic risks that could impact the objectives or resources of the organization.
  • Experience with Internal Audit Management Systems such as TM+ is a distinct advantage.
  • Proficiency in SAP and data analysis tools, including pivot tables and spreadsheet functions.

Language Proficiency:

  • Fluency in English (oral and written) is required.
  • Working knowledge of another official UN language (French, Spanish, Arabic, Russian, or Chinese) is considered an advantage.

Additional Notes

  • Any offer made to the successful candidate is subject to confirmation of funding.
  • This recruitment process may be used to fill similar roles across various IOM duty stations. Qualified candidates may be retained in the talent pool for up to 24 months.
  • National Professional Officers must be nationals of the country of their employment. They are expected to meet the same performance and qualification standards as their international counterparts.
  • Appointment will be contingent upon:
    • Verification of medical fitness.
    • Confirmation of residency or legal authorization to work in Kenya.
    • Security clearance and background verification as applicable.

Conduct Standards
IOM maintains a zero-tolerance policy for behavior that contradicts the values of the United Nations and IOM, including:

  • Sexual exploitation and abuse.
  • Sexual harassment.
  • Abuse of authority.
  • Discrimination on any basis, including gender, nationality, ethnicity, age, disability, or sexual orientation.
