Purpose of the Role

Security Wardens are tasked with the critical responsibility of enforcing security policies and implementing procedures to protect lives and property within the parliamentary precincts. Their work involves both proactive security functions such as surveillance and emergency preparedness, and reactive operations including access control, patrolling, and investigation support. The dynamic nature of the institution requires wardens to respond to evolving threats and maintain vigilance at all times.


Key Result Areas (KRAs) and Responsibilities

KRA 1: Operational Responsibilities / Tasks

The day-to-day tasks of a Security Warden are comprehensive and cover a wide spectrum of physical security measures designed to protect the Parliament’s operations. Key responsibilities include:

  • Access Control:
    Security Wardens will regulate all vehicle and pedestrian access at the Parliament’s main gates by stopping entrants, verifying identity, and ensuring only authorized persons gain access. This enhances orderliness and prevents unauthorized entry.
  • Visitor Direction and Vetting:
    All visitors must be directed to the public vetting station for proper clearance procedures, ensuring that only authorized individuals proceed into secure areas.
  • Security Equipment Operations:
    Officers will man security equipment such as X-ray scanners, walk-through metal detectors, underbelly cameras, bomb detectors, and CCTV screens. Through the use of these tools, wardens will detect and deter threats and criminal activity.
  • Search Operations:
    Both incoming and outgoing persons and vehicles will be subjected to routine and targeted searches. These inspections are intended to prevent the smuggling of contraband, illegal substances, or unauthorized removal of parliamentary property.
  • Gate Pass Scrutiny:
    Security Wardens will verify gate passes, ensuring any equipment or items being removed from the premises are duly authorized. This function is essential in curbing internal theft and enhancing inventory integrity.
  • Lobby and Corridor Surveillance:
    Personnel will maintain a controlled presence in high-traffic areas such as the main lobby and corridors. This measure prevents loitering and ensures that only permitted persons access specific zones.
  • Car Park Security:
    Wardens must prevent vandalism, theft, or any form of pilferage in the car park by maintaining a visible security presence and conducting inspections.
  • Apprehension of Intruders:
    Any person found within the parliamentary precincts without authorization will be apprehended for interrogation to determine motives and threats posed.
  • Documentation and Record Keeping:
    Maintenance of accurate security logs in the Occurrence Book and other essential registers is mandatory for proper tracking, evidence, and future reference in case of incidents or investigations.
  • Complaint Management:
    Security Wardens will also serve as first responders in receiving and registering complaints from Parliamentarians, staff, or the general public for onward referral to appropriate authorities.
  • Perimeter Patrols:
    Regular foot patrols along the boundary fences are carried out to deter unauthorized access, vandalism, or other security threats.
  • Internal Building Patrols:
    Daily and nightly patrols within Parliament buildings ensure that unauthorized persons are not lingering after hours and that all spaces are secured.
  • Quiet Hour Checks:
    During non-operational hours, officers will check that all offices are locked and secured. Any offices found open will be secured appropriately to prevent breaches or loss of property.
  • Radio Communication:
    Maintaining constant radio contact with the security control room ensures real-time communication and a rapid response to any emerging incidents or requests for backup.
  • Control Room Operations:
    Officers may be assigned to man the security control room, which includes CCTV monitoring, call handling, and dispatching response teams as needed.
  • Emergency Response and Evacuation:
    In cases of fire, civil unrest, or other emergencies, Security Wardens will coordinate and assist with the evacuation of people to minimize injury and disruption.
  • Mail Screening:
    All incoming mail is subjected to thorough screening processes to ensure that dangerous items such as explosives or weapons are detected and intercepted.
  • Crowd Management:
    During state functions, public demonstrations, or ceremonial events, Security Wardens will be involved in managing crowds to maintain order and safety.

KRA 2: Information Security Management Systems (ISMS)

Security Wardens are expected to uphold and implement standards and protocols set out by the organization’s ISMS framework. Their ISMS-related duties include:

  • Equipment Maintenance:
    Ensuring all security systems and equipment (such as scanners, radios, and surveillance tools) are functional and properly maintained to reduce breakdowns and operational inefficiencies.
  • SOP Adherence:
    Officers are to familiarize themselves and comply with all standard operating procedures (SOPs) related to information and physical security.
  • Monitoring Systems:
    The operation of CCTV networks and radio systems must be conducted with diligence, confidentiality, and precision to ensure maximum surveillance coverage and effective communication.

KRA 3: Fire Safety and Prevention

Security Wardens are also entrusted with responsibilities related to fire safety, health, and emergency preparedness. These include:

  • Fire Equipment Checks:
    Conducting daily checks and logging the operational status of all fire extinguishers, alarms, and hoses within the precincts to ensure they are always ready for deployment.
  • Reporting:
    Officers will submit daily reports regarding the condition and readiness of fire safety equipment for necessary follow-ups and repairs.
  • Training and Drills:
    Participating in regular fire safety training sessions and mock drills, and helping coordinate emergency responses and evacuation exercises for staff and Members of Parliament.
  • First Aid Support:
    Security Wardens will offer first aid services where needed and ensure that injured individuals receive immediate attention during emergencies.

Requirements for Direct Appointment

To be eligible for appointment to the position of Security Warden (PSC 4), candidates must meet the following minimum qualifications:

  • Must have attained a minimum grade of D+ (Plus) in the Kenya Certificate of Secondary Education (KCSE).
  • Must have completed formal paramilitary training from any recognized uniformed services training institution.
  • Must have served in a uniformed service with a clean record for a period of not less than three (3) years.
