The Global Green Growth Institute (GGGI) is inviting applications from highly qualified and passionate professionals to serve as a National Carbon Markets Consultant in Kenya. This is a strategic role that will support Kenya’s engagement in international carbon markets under Article 6 of the Paris Agreement, by working directly with the Climate Change Directorate (CCD) of the Ministry of Environment, Climate Change and Forestry (MOECCF). The assignment will run from August 2025 to the end of January 2026, with activities executed in Nairobi.
This consultancy presents an opportunity to contribute to Kenya’s ambitious green growth agenda and climate commitments while supporting institutional strengthening for effective carbon market engagement. This position is especially suitable for seasoned professionals with deep knowledge of Kenya’s climate policy landscape and international carbon markets.

In April 2025, Kenya became the 50th member of GGGI, reaffirming its commitment to sustainable development, green investment, and international collaboration to tackle climate change. In Kenya, GGGI’s portfolio covers several thematic areas including green growth planning, sustainable transport, private sector development, wetland management, and green hydrogen. The Carbon Transaction Facility (CTF), launched in 2024, is one of GGGI’s latest global initiatives designed to support Article 6 implementation by providing readiness support and purchasing internationally transferred mitigation outcomes (ITMOs).
Background of the Project
Kenya has demonstrated its strong interest and active participation in international carbon markets. In 2023, the government revised the Climate Change Act and developed the Climate Change (Carbon Market) Regulations to establish a legal framework for carbon market engagement. As of mid-2025, Kenya continues to receive support from multiple development partners such as the EU, GIZ, and UNDP to achieve full readiness and strategic participation in international markets.
In this context, GGGI’s Kenya Fast-start Article 6 Readiness Project was approved in May 2025. It aims to provide targeted support to MOECCF and its Climate Change Directorate to strengthen technical capacity and strategic planning for Article 6 engagement. Running from July 2025 to January 2026, the project includes activities such as capacity-building, development of an interim Article 6 strategy, a Readiness and Needs Assessment (RNA), and various stakeholder engagement workshops. These efforts will ensure Kenya can navigate carbon market opportunities without compromising its climate commitments under the updated Nationally Determined Contributions (NDCs).
The National Carbon Markets Consultant will be a central figure in facilitating effective implementation of the project on the ground.
Position Title: National Carbon Markets Consultant
Duty Station: Nairobi, Kenya (based at MOECCF)
Duration: August 2025 – January 2026 (6 months)
Reports to: GGGI Project Manager (based in Seoul, Korea) and works in close coordination with MOECCF
Objectives of the Assignment
The Consultant will work full-time with MOECCF to:
- Support delivery of project activities and outputs by providing technical advisory services
- Facilitate effective coordination between the project team, MOECCF, and stakeholders
- Ensure that all project outputs are aligned with Kenya’s national climate policy and context
This role requires a balanced mix of technical expertise in carbon markets and national climate governance, as well as the interpersonal and coordination skills to work across institutions and stakeholder groups.
Scope of Work
The Consultant will perform two core functions:
- Advisory Services
- Capacity Needs Assessment: Lead a rapid, on-the-ground assessment of the Climate Change Directorate and relevant inter-ministerial committees to determine institutional capacity requirements. This includes liaising with the Director of Climate Change and the Seoul-based Project Manager.
- Article 6 / Carbon Market Strategy Support and RNA:
- Collect and review all relevant climate, planning, and carbon policy documents including the draft Article 6 strategy and NDC 2.0.
- Coordinate the consolidation of inputs from MOECCF and other stakeholders to inform the RNA and interim Article 6 strategy.
- Provide policy insights through consultation, engagement with national stakeholders, and direct contributions to documentation.
- Participate in review meetings, stakeholder consultations, and contribute context-specific insights for Article 6 implementation in Kenya.
- Coordination Support
- Workshops and Training Sessions:
- Co-develop technical content, identify speakers, and liaise with GGGI’s Regional Office for Africa for logistics.
- Support organization and delivery of workshops including:
- Capacity-building workshops for MOECCF officials and committees
- Validation and policy dialogue workshops for RNA and Article 6 strategy
- Deliver presentations or technical sessions where appropriate
- Mission Planning:
- Assist in preparing mission plans for visiting project staff, including organizing stakeholder meetings and site visits
- Workshops and Training Sessions:
Deliverables and Payment Structure
The Consultant will be paid on a monthly basis for the actual number of days worked, certified by GGGI based on the satisfactory completion of services. The Consultant must submit a monthly invoice at the beginning of each month for the previous month, using the standard GGGI template.
Key Deliverables Include:
- Capacity needs assessment report
- Consolidated and verified document package for the international firm conducting RNA and strategy development
- Ongoing feedback and support on draft strategies and RNA findings
- Technical and logistical support for at least 4 workshops/meetings
- Mission plans and support documentation for visiting GGGI staff
Expertise Required
Applicants must meet the following requirements:
- A Master’s degree in climate change, environmental policy, development policy, or a closely related discipline. A Bachelor’s degree with two additional years of experience will also be considered.
- A minimum of 5 to 8 years of work experience in national climate or environmental policy in Kenya, preferably involving policy formulation or implementation.
- Demonstrated experience working with the Government of Kenya, particularly MOECCF, on climate change issues, including carbon markets and climate finance.
- A deep understanding of Kenya’s regulatory framework, particularly related to the Climate Change Act and carbon markets.
- Experience working with international organizations is considered an asset.
