The Program Officer – Youth Economic Empowerment will play a critical role in driving the implementation of the Foundation’s strategic initiatives targeted at empowering youth. This role will ensure the successful design, rollout, and monitoring of key interventions that build entrepreneurial skills, create employment pathways, and support financial inclusion for young people. Job Purpose
The Program Officer will be responsible for the overall design, implementation, monitoring, and evaluation of Youth Economic Empowerment programs under the Foundation. This includes facilitating meaningful partnerships with government, private sector, civil society, and community-based organizations while ensuring that initiatives align with the Foundation’s strategic direction.
The role requires a proactive and solutions-oriented individual with solid experience in managing development or private-sector programs, especially in the field of youth employment, entrepreneurship, and skills development. The incumbent must be able to work independently and collaboratively to ensure measurable impact and sustainability of interventions.
Key Responsibilities
1. Program Design & Implementation
- Lead the development, planning, and implementation of Youth Economic Empowerment programs focused on entrepreneurship, employability, financial literacy, and business development.
- Develop project workplans, implementation frameworks, and detailed activity schedules aligned with strategic objectives.
- Coordinate logistics and resources to ensure timely delivery of program activities.
- Integrate youth voices into program design through participatory planning and co-creation sessions with young people and youth-led organizations.
- Work closely with the Executive Director and program team to identify gaps, opportunities, and innovations for enhancing program delivery.
- Ensure that programs are gender-responsive and inclusive, with a focus on marginalized and vulnerable youth.
2. Partnerships & Stakeholder Engagement
- Build and maintain strong relationships with implementing partners, national and county governments, donor agencies, private sector stakeholders, and community-based organizations.
- Represent the Foundation in sectoral forums, working groups, and collaborative platforms on youth employment and economic empowerment.
- Identify opportunities for strategic collaborations and fundraising to support the expansion of youth empowerment initiatives.
- Facilitate stakeholder dialogue, policy advocacy, and technical support to promote an enabling environment for youth entrepreneurship and decent work.
3. Monitoring, Evaluation, and Learning (MEL)
- Develop and apply MEL tools and systems for tracking program performance, output delivery, and outcome achievement.
- Collect and analyze qualitative and quantitative data to inform decision-making and program improvements.
- Lead documentation of best practices, lessons learned, and success stories to contribute to the Foundation’s knowledge base.
- Regularly review results frameworks, indicators, and reporting templates to ensure alignment with donor and organizational standards.
- Support periodic program evaluations, including baseline, mid-term, and end-line assessments.
4. Reporting and Communication
- Prepare high-quality program reports, concept notes, and briefings for internal and external audiences.
- Draft case studies, beneficiary testimonials, and communications material showcasing program impact.
- Collaborate with the communications team to enhance visibility and advocacy for youth economic empowerment.
- Ensure that reporting is accurate, timely, and aligned with compliance and donor expectations.
5. Budget and Compliance Oversight
- Support the development of program budgets and track expenditures in collaboration with the Finance Department.
- Monitor grants and sub-awards, ensuring compliance with organizational policies, donor requirements, and statutory obligations.
- Maintain accurate records and documentation related to project activities, expenditures, and outputs.
- Conduct periodic financial reviews with implementing partners and provide capacity support where needed.
- Ensure that program implementation adheres to risk management practices, safeguarding policies, and ethical standards.

To succeed in this role, the candidate must exhibit a strong commitment to youth development, excellent project management capabilities, and a collaborative mindset. The following qualifications, experience, and attributes are essential:
Educational Qualifications and Experience
- A Bachelor’s degree in Development Studies, Economics, Business, Social Sciences, or a closely related discipline. A Master’s degree will be considered an added advantage.
- At least 3–5 years of progressive experience in program management, preferably in youth empowerment, entrepreneurship development, or livelihoods programs.
- Demonstrated success in leading multi-stakeholder programs and partnerships.
- Proven experience in managing donor-funded projects and reporting on program results.
- Experience working with Monitoring and Evaluation (M&E) frameworks and tools.
