The International Organization for Migration (IOM), the leading UN agency in the field of migration, is seeking to recruit a competent and experienced Resources Management Officer for a Special Short-Term Graded contract of nine months. This vacancy, open at the P-3 grade level, offers a unique opportunity to contribute to the effective management of IOM operations in Kenya and its Sub-Offices through financial, human resource, administrative, and supply chain oversight. Context of the Role

The Resources Management Officer (RMO) will operate under the direct supervision of the Head of Office (HoO) in Kenya. The officer will also report operationally to the Deputy Regional Director for Management at the Regional Office (RO) for East, Horn, and Southern Africa, and be technically guided by the Department of Financial and Administrative Management (DFM) at Headquarters and the Administrative Centres in Manila (MAC) and Panama (PAC).

The successful candidate will be expected to provide comprehensive oversight and ensure the smooth functioning of all financial, budgetary, treasury, human resources, supply chain, and ICT activities of the Kenya Country Office and its Sub-Offices.

Detailed Job Description

The Resources Management Officer will have a wide array of responsibilities to ensure effective internal control, adherence to organizational policies, and strategic financial planning. The following responsibilities define the scope of this position:

  1. Financial Oversight and Analysis
    • Monitor and manage financial operations for all activities within the Country Office.
    • Supervise financial expenditure, ensure accountability, and carry out regular financial analysis.
    • In coordination with the Head of Office and the Senior Regional Resources Management Officer (SRRMO), undertake a detailed financial assessment of country-wide programmes.
    • Review monthly financial accounts of the Country Office, ensuring all reporting standards are met.
  2. Treasury Management
    • Supervise treasury functions including forecasting of cash flows based on programme needs.
    • Ensure funds are disbursed appropriately and in compliance with donor agreements.
    • Confirm receipt of donor funds and manage their disbursement with financial diligence.
  3. Budget Management
    • Support the preparation of project and programme budgets.
    • Oversee budget control processes and analyse discrepancies between projected and actual expenditures.
    • Prevent project deficits through proactive budget monitoring.
  4. Support to Project Managers
    • Provide technical and strategic support to project managers during all stages of the project cycle.
    • Ensure all financial and administrative components align with IOM policies and instructions.
  5. Internal Controls and Systems Review
    • Maintain and enhance internal control systems to safeguard IOM’s assets and prevent fraudulent activity.
    • Conduct reviews of current administrative and financial procedures and recommend improvements.
    • Implement enhanced monitoring and evaluation mechanisms to improve efficiency and compliance.
  6. Payroll and Salary Management
    • Cross-check payroll against approved budgets.
    • Validate correct allocation of staff salaries to respective projects in line with IOM’s projectization principles.
  7. Human Resources Management
    • Oversee HR activities, including recruitment, personnel administration, and conflict resolution.
    • Apply HR rules and policies fairly and consistently, making informed recommendations in complex cases.
    • Supervise and support HR staff to ensure efficiency and compliance with HR procedures.
  8. Supply Chain and Contracts Oversight
    • Direct the Country Office’s supply chain activities, ensuring compliance with procurement procedures.
    • Review and approve contracts with suppliers, lease agreements, service contracts, and agreements with implementing partners.
    • Coordinate closely with the Legal Affairs Office and Global Procurement Supply Unit for approvals and due diligence.
  9. Fleet and Premises Management
    • Manage the organization’s fleet and ensure proper maintenance of office premises and logistics infrastructure.
    • Ensure all administrative support services are fully functional and efficient.
  10. ICT Oversight
    • Supervise the ICT unit to ensure adherence to IOM’s technical standards and policies.
    • Maintain secure and efficient IT systems across the Country Office.
  11. Capacity Building
    • Train local administrative and financial staff on IOM policies and procedures.
    • Foster an environment of learning and continuous professional development within the team.
  12. Inter-Agency Engagement
    • Represent IOM in inter-agency meetings such as the UN Operations Management Team and relevant working groups.
    • Build collaborative relationships with UN partners and other stakeholders.
  13. Leadership and Delegation
    • Serve as Officer-in-Charge in the absence of the Head of Office.
    • Lead, motivate and support staff while ensuring alignment with organizational goals and values.
  14. Other Duties
    • Perform additional tasks as required to support the mission and ensure continuity of operations.

Languages

Fluency in English is required for this position. Knowledge of any other official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage.
