Overall Responsibility
The Manager – Budgets and Planning will play a pivotal role in the financial oversight of the institution. Reporting directly to the Head of Finance, the successful candidate will be accountable for preparing management reports, analyzing financial trends, overseeing the budgeting process, and providing decision support through financial models and cost-benefit analyses. The role requires deep financial expertise, excellent analytical acumen, and a proactive approach to policy development and financial planning.
The candidate will also be instrumental in supporting various functions that contribute to strategic decisions, particularly around budget allocations, payroll analysis, doctors’ compensation, grants oversight, pricing strategies, and financial compliance with statutory and audit requirements.
Key Duties and Responsibilities
- Management Reporting and Analysis
- Prepare and present daily volume and performance data for the regional leadership team to aid in operational decision-making.
- Compile comprehensive monthly hospital performance reports for the head office and facilitate reviews with the Head of Finance.
- Develop in-depth financial models and forecasts to support regional leadership in budget submissions and performance evaluations.
- Budgeting and Strategic Planning
- Collaborate with Heads of Departments (HODs), the HOF, and the CEO to create detailed volume and expense budgets.
- Provide accurate costing and feasibility studies for new service packages, ensuring alignment with overall budget frameworks.
- Conduct cost-benefit analyses and pricing strategy reviews to support effective annual budgeting.
- Prepare impact assessments for proposed pricing changes in collaboration with the ICT department.
- Doctor Compensation and Productivity Analysis
- Review and analyze resident doctors’ compensation packages.
- Identify underperforming consultants and provide insights and recommendations to the HOF and CEO.
- Generate monthly Business Volume Reports (BVR) across different hospital departments and evaluate financial performance against targets.
- Grants Oversight and Financial Compliance
- Monitor monthly grant activities, ensuring budget adherence and effective utilization of resources.
- Prepare advisory briefs to the HOF with recommendations on grant performance and compliance.
- Participate in the development and review of internal financial policies, recommending updates to align with organizational needs and best practices.
- Statutory Compliance and Payroll Management
- Ensure full compliance with all financial statutory requirements, including timely preparation of payroll data.
- Manage cheque signatories and oversee the authorization process for bank transactions, including liquidation of funds and supporting documentation.
- Oversee and maintain accurate records for payroll processing and employee compensation data.
- Cluster Financial Oversight
- Conduct routine reviews of expenses and financial activities within the broader AKHS cluster.
- Identify inefficiencies, cost overruns, and opportunities for improvement.
- Serve as a key reviewer of departmental expenditures and ensure consistency with approved budgets.
- Audit and External Reporting
- Actively participate in the hospital’s annual audit processes, specifically handling payroll-related queries and financial reporting documentation.
- Support the Head of Finance in collating, reviewing, and submitting audit materials and responding to auditor feedback.
- ERP and System Integration Support
- Collaborate with the Head of Finance on the implementation of Electronic Health Record (EHR) systems and other finance-related digital transformation projects.
- Assist in integrating financial systems with clinical and operational systems for seamless reporting and performance tracking.
Requirements and Expectations
To be considered for this position, applicants should demonstrate a strong record of financial management in complex healthcare or service delivery settings. The candidate must possess strong interpersonal skills and the ability to work collaboratively with multidisciplinary teams and senior leadership.
Required credentials and competencies include:
- A Bachelor’s degree in Accounting, Commerce, Business Administration, or a related field.
- A professional accounting qualification such as CPA (Certified Public Accountant) or ACCA (Association of Chartered Certified Accountants).
- At least five years of relevant experience in financial management, with a minimum of three years in a leadership or managerial role.
- A solid understanding of International Financial Reporting Standards (IFRS) and generally accepted accounting principles.
- Advanced proficiency in financial software tools, including ERP systems, financial analysis platforms, spreadsheets, and accounts receivable systems.
- Familiarity with healthcare costing, pricing models, and doctor performance evaluation methodologies is desirable.
- Demonstrated ability to analyze complex financial data, generate insightful reports, and offer actionable recommendations.
- Knowledge of applicable laws and regulatory requirements governing financial operations in Kenya.
