The Information and Communication Technology Authority (ICTA) is a strategic State Corporation operating under the Ministry of Information, Communications and The Digital Economy. Established under Legal Notice No. 183 of August 2013, ICTA was created to drive the growth, integration, and standardization of Information and Communication Technology within the public sector. The Authority plays a central role in the implementation of the Kenya National Digital Master Plan 2022–2032, focusing on fostering digital literacy, innovation, and a secure, robust ICT infrastructure across government agencies and institutions.

To realize its vision of a digitally empowered Kenya, ICTA is seeking to recruit a dynamic, visionary, and results-oriented leader to take up the position of:

Chief Executive Officer – ICTA 1

Job Purpose

The Chief Executive Officer (CEO) is the principal executive of the Authority and will report directly to the Board of Directors. The CEO will be responsible for providing strategic leadership, effective management, and oversight of ICTA’s operations to ensure full realization of its mandate as defined by its founding legislation and strategic plan.

The successful candidate will be expected to lead the organization in promoting innovation, digital transformation, and efficient public service delivery through ICT. They will also champion ICT capacity development, enterprise growth, and global partnerships in alignment with the national agenda.

Key Responsibilities

The Chief Executive Officer shall be charged with the following core duties and responsibilities:

  1. Strategic Leadership
    • Provide visionary leadership in the implementation of the Authority’s mandate as outlined in Legal Notice No. 183.
    • Develop, implement, and review ICTA’s strategic plan, business plan, and annual performance plans in line with national ICT priorities.
  2. Policy and Programme Implementation
    • Oversee the implementation of ICTA’s policies, programs, and decisions of the Board of Directors.
    • Ensure ICTA’s programs align with government policy and the broader national development goals.
  3. Operations and Administration
    • Coordinate and supervise the daily operations and administrative functions of the Authority.
    • Monitor institutional performance and ensure efficiency in service delivery and resource utilization.
  4. Board Relations and Reporting
    • Prepare and present well-analyzed board papers and policy proposals to the Board for decision-making.
    • Provide timely and accurate reports to the Board on implementation status of approved policies and strategies.
  5. Governance and Risk Management
    • Ensure that ICTA adheres to the highest standards of corporate governance, transparency, accountability, and integrity.
    • Develop and oversee robust frameworks for risk management, internal controls, and crisis response.
  6. Financial Stewardship
    • Ensure sound financial management and safeguard the Authority’s assets and resources.
    • Prepare the Authority’s annual budget and ensure budgetary compliance and financial sustainability.
  7. Policy Advisory Role
    • Serve as the principal advisor to the Board and relevant government bodies on matters relating to ICTA’s functions.
    • Guide policy development on ICT standards, e-government, innovation, and spatial data infrastructure.
  8. Spokesperson and Representation
    • Act as the primary spokesperson for the Authority in local and international forums.
    • Promote the Authority’s image and foster productive relationships with stakeholders.
  9. Change Management and Systems Development
    • Spearhead development of integrated ICT systems that enhance service delivery and performance across government.
    • Drive institutional change initiatives to keep pace with emerging digital technologies and global trends.
  10. Stakeholder Engagement
    • Build and maintain strategic partnerships with other government agencies, private sector players, civil society, academia, and development partners.
    • Position Kenya as a digital leader in the region by leveraging collaborative initiatives.
  11. Resource Mobilization and Capacity Building
    • Lead initiatives to attract funding and technical support for national ICT projects.
    • Promote capacity development within the Authority and among government stakeholders to bridge digital skills gaps.
  12. Performance Monitoring
    • Establish effective monitoring and evaluation systems to track progress, measure impact, and inform policy adjustments.
    • Align institutional performance with national indicators for digital development.

Required Person Profile

To qualify for this critical leadership role, candidates must demonstrate a strong track record of experience, expertise, and ethical leadership. Specifically, the ideal candidate must have:

  • A minimum of fifteen (15) years of relevant work experience, with at least nine (9) years served in senior management positions within the public or private sector.
  • A Bachelor’s degree in Information Communication Technology, Finance, Law, or a related field from a recognized institution.
  • A Master’s degree in ICT, Finance, Business, Law, or a related discipline from an accredited institution.
  • Successfully completed a leadership development course of at least four (4) weeks’ duration from a recognized institution.
  • Membership in a recognized professional body relevant to their academic or professional background.
  • Proficiency in computer applications.
  • Fulfillment of the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.

Chapter Six Compliance

Shortlisted candidates will be required to submit valid compliance certificates from the following institutions:

  • Directorate of Criminal Investigations (DCI) – Certificate of Good Conduct
  • Kenya Revenue Authority (KRA) – Tax Compliance Certificate
  • Higher Education Loans Board (HELB) – Certificate of Clearance
  • Ethics and Anti-Corruption Commission (EACC) – Self-Declaration Form
  • Credit Reference Bureau (CRB) – Certificate of Clearance

Tenure of Appointment

The appointment will be on a three (3) year contract, renewable once based on satisfactory performance and mutual agreement between the appointee and the Board of Directors.
