This position is suited for professionals who have a strong track record in educational program management, youth development, training coordination, and stakeholder engagement. Role Overview
The Manager Scouting Development will play a leading role in overseeing the formulation, implementation, and evaluation of youth and adult scouting programs within the Association. This is a strategic management position that bridges education, capacity building, community development, and partnership engagement.
The incumbent will ensure that the scouting curriculum meets the dynamic needs of the Kenyan youth while aligning with global scouting standards. A key part of the role will be to enhance the visibility and sustainability of the Kenya Scouts Association through effective program implementation, digital integration, fundraising efforts, and stakeholder coordination.
Key Responsibilities
The Manager Scouting Development will be entrusted with the following core duties and responsibilities:
- Youth Program and Adult Scouting Coordination
- Lead the planning, execution, and supervision of all youth-focused and adult training programs within the Association.
- Ensure that the programs align with national and international scouting standards while reflecting the needs of the community and the educational system.
- Curriculum Development
- Spearhead the development and continuous improvement of a comprehensive and inclusive scouting curriculum.
- Oversee the creation of educational and training materials for Scouts and Adult leaders, ensuring relevance, inclusivity, and effectiveness.
- Monitoring and Evaluation
- Design and implement effective M&E frameworks to track program performance and assess impact on scouts and communities.
- Generate analytical reports to inform program adjustments and strategic planning.
- Strategic Partnerships and Collaboration
- Establish and maintain partnerships with local and international organizations, government bodies, educational institutions, and civil society groups.
- Advocate for the integration of scouting into national youth development policies and initiatives.
- Policy and Standards Development
- Formulate and institutionalize policies, standards, and operating procedures for scouting activities and training sessions.
- Ensure compliance with safeguarding, equity, and inclusion policies across all programs.
- Digital Integration
- Promote and implement the use of digital tools and platforms to modernize program delivery and expand accessibility.
- Train staff and volunteers on digital platforms to enhance program reach and engagement.
- Fundraising and Resource Mobilization
- Contribute to the development and execution of fundraising strategies to ensure the sustainability of scouting programs.
- Collaborate with internal teams and external partners to identify funding opportunities and develop project proposals.
- Reporting and Communication
- Prepare comprehensive progress reports, activity summaries, and impact assessments for the National Executive Commissioner and other key stakeholders.
- Represent the Kenya Scouts Association in relevant national and international forums, meetings, and workshops.
Minimum Qualifications and Experience
To be considered for this important leadership role, the candidate must demonstrate a combination of academic qualifications, professional experience, and a strong background in the scouting movement:
- Educational Background:
- A Bachelor’s degree in Education, Social Work, Economics, Psychology, Sociology, Counseling, Community Development, or any related social science field from a recognized institution.
- A Master’s degree in any social science discipline from a recognized institution is required.
- Professional Experience:
- At least five (5) years of relevant work experience, with a minimum of three (3) years in a managerial or supervisory role within the education or youth development sector.
- Proven experience in curriculum development, training coordination, program management, or youth empowerment.
- Scouting Background:
- A strong background in scouting, with at least a Wood Badge qualification.
- Additional qualifications such as Assistant Leader Trainer (ALT) or Leader Trainer (LT) are considered an added advantage.
- Skills and Competencies:
- Demonstrated managerial and administrative competence in work planning, supervision, and execution.
- Proficiency in computer applications, including Microsoft Office and data management tools.
- Proven ability to use project management tools or methodologies in program delivery.
- Strong communication, report writing, and interpersonal skills.
- Experience in stakeholder engagement and working with diverse community groups.
- Passion for youth development and community service.
