Job Description
JOB PURPOSE
The Registered Clinical Officer-VMMC takes charge in the provision of safe voluntary medical male circumcision services (VMMC) as part of the VMMC minimum package to male clients within supported sites in Turkana County. S/He will coordinate with the VMMC team to ensure safe and accessible VMMC services are provided to the pastoral and static populations of Turkana County.
DUTIES AND RESPONSIBILITIES
- Provide quality and safe male circumcision services to clients in the fixed, outreach and mobile sites and facilities.
- Provide STI screening and treatment for clients attending male circumcision services presenting with STI.
- Ensures proper consenting by the client is done before providing Male circumcision. Randomly conducts checks by calling guardians/parents.
- Monitor the health process of the clients and ensure that the national standards are strictly adhered to by the team.
- Screen patients and ensure that they are fit for surgery.
- Document and manage circumcision related adverse events accordingly and promptly notifies the in-charge and program officer.
- Ensure patient safety is guaranteed before surgery, during surgery and immediately after surgery.
- Work with the facility in-charge to promote integration of VMMC services in the facility and that male circumcision service provision runs smoothly.
- Review all circumcised clients and conduct active follow up for all clients failing to come back for post-operative review.
- Engage facility healthcare workers in male circumcision services to ensure their participation and skills development.
- Efficiently manages VMMC medical supplies while ensuring timely orders for supplies and re-stocking.
- Ensures that all VMMC protocols and checklists are available at the site and strictly adhered to.
- Ensure timely and proper documentation of client files and registers.
- As surgical team lead, S/He will ensure team work, discipline and operation schedules are maintained within the team and across facilities.
- Keep information about clients in strict confidence.
- Ensure participation in CMEs and documentation of the same.
- Offer an integrated package of HIV, RMNCAH and Nutrition services as may be assigned from time to time
Qualifications
Education and Experience
- Diploma in Clinical Medicine from a recognized Institution
- Registered by Clinical Officers Council and have a valid practice licence
- Training and Certification in all VMMC areas- dorsal slit, EIMC and device.
- Atleast 3 years’ experience providing continuous voluntary medical male circumcision services.

- The job will be domiciled in the Ministry of Health in a Health Facility and community Set-Up within Turkana. The holder of the position will be subject to rules and regulations of the Public Service Human Resource Policies and Procedures Manual
Work Environment
- Work environment is in ARID and Semi-ARID Area with frequent travel to the community set up.
Hours of Work
- The job holder may be required to work outside normal working hours due to the nature of the work in general
