Job Description
SCOPE OF WORK
The RMNCAH Project officer will be responsible for the projects goal of improving access, uptake, and quality of community-level maternal, new-born, and child health services at community and health facility level in Turkana County. He/ she will work to Improve access to quality antenatal care (ANC) services through community mobilization, outreach, and health system support, increase immunization coverage among children under five and pregnant women through community-based strategies, and Enhance access to integrated MNCH outreach services for underserved and nomadic populations of Turkana.
DUTIES AND RESPONSIBILITIES
Technical Leadership and Capacity Development
- Build/Strengthen the capacity of S/CHMT to provide technical guidance, advice and support for implementation and monitoring of activities across a broad range of RMNCAH service delivery areas, including:
- Community-based pregnancy mapping and referral
- Facility-based pregnancy intention screening
- Prenatal care and early identification of risk factors affecting future pregnancies among women of reproductive age.
- Maternity open day forums (‘mama na rafiki’ initiative)
- Maternal and Perinatal Death Surveillance and Response (MPDSR)
- Comprehensive Emergency Obstetric and Newborn Care (CEmONC), EMOTIVE bundles and Point of Care Ultra Sound (POCUs) using National guidelines.
- Integrated one health outreaches targeting pastoral communities
- Defaulter tracing for Antenatal care and immunization
- Integrated Disease Surveillance and Response for vaccine preventable diseases (IDSR)
- Functionality and reliability of vaccine supply and cold chain systems
- Logistics Management Information Systems (LMIS) for RMNCAH tracer commodities.
- Cervical Cancer Screening among WRA
- Commodity Documentation and reporting
- Commodity quantification and forecasting
- Build capacity of SCHMTs to promote the development of health workers and management staff capacity in the above areas through a broad range of approaches such as training, one-on-one mentorship and on-the-job training, supportive supervision, on-site and off-site training coordination etc.
- To provide technical leadership in the implementation of an Integrated Maternal, New-born, Child Adolescences Health /Nutrition /WASH services at the sub county, facility level and community level.
- Effectively plan, execution and evaluate the implementation of activities and critically reflect and improve on project strategies to promote quality in delivery of RMNCAH service delivery at the facility and community level.
- Provide leadership in development of sub county project quarterly reports and presentations for sharing with donor and other stakeholders
Partnership and Team Work
- Work closely with SCHMT and other project staff to ensure that project strategies and approaches are delivered in a coherent and coordinated way, in line with log frame targets, and build partnerships with other key organisations to promote synergy and workable partnerships,
- Nurture good relationship with the county, implementing partners, Faith Based Organizations and Community Based Organizations/Civil Society Organizations
- Coordinate and the program in county and sub county meeting and activities
Performance Monitoring
- Oversees work planning, performance management, monitoring & evaluation processes, documentation, reporting, data quality and strategic communications at Sub county level
- Routinely use data to inform and improve decision making on RMNCAH interventions and project adjustments, particularly for improving quality of care.
- Support strengthening of social accountability at health facility level through establishment and strengthening of Technical Working Groups, Stakeholders forums, learning sessions, MPDSR committees, Respectful Maternity Services, client satisfaction surveys, Quality Improvement teams, suggestion box and Service charter utilization
Program development
- Participate in concepts development and writing of new concepts and proposals for fundraising.
Qualifications
EDUCATION & KNOWLEDGE
- At minimum a bachelor’s degree in Nursing and related RMNCAH clinical experience. Masters level on related field will be an added advantage.
EXPERIENCE
- Should have at least three (3) year work experience in RMNCAH Program of similar scope.
- Experience working with government or donor funded programs will be an advantage.
- Experience working with adolescent’s reproductive health
KNOWLEDGE, SKILLS AND COMPETENCIES
- Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub national level, preferably including demonstrated experience in building service delivery quality and utilization.
- Experience in working both at health facility and community levels.
- Experience in implementing projects involving diverse partners, consortiums and operations
- Excellent oral and written communication skills
- Able to work with a multi-talented project team across cultural diversities
ENVIRONMENTAL CONDITIONS
Work Environment
- Work environment is in ARID and Semi-ARID Area with frequent travel
Hours of Work
- The job holder may be required to work outside normal working hours due to the nature of the work in general
